NRC Preliminary Assessment Finds No Significant Environmental Impacts from Duane Arnold Nuclear Plant Restart

The U.S. Nuclear Regulatory Commission (NRC) has issued a draft environmental assessment for the restart of the Duane Arnold nuclear power plant, preliminarily concluding that the project would not result in significant environmental impacts. NextEra Energy plans to restart the Duane Arnold nuclear power plant in Palo, Iowa, as early as 2029, and has made significant progress. The U.S. Department of Energy's "Office of Energy Advantage Financing" participated as a cooperating agency in drafting the environmental assessment, as the department is considering providing financial support for the restart project.

According to the notice in the Federal Register, NRC staff evaluated the potential impacts of restarting the 615-megawatt Duane Arnold nuclear power plant on land use, meteorology, air quality and noise, surface water and groundwater resources, ecological resources, historic and cultural resources, socioeconomic conditions, human health, waste management, the uranium fuel cycle and transportation, as well as postulated accidents. The assessment results indicate that the project's environmental impacts are not significant for each potentially affected environmental resource area. Additionally, staff determined that the effects of climate change would not alter any of the assessment conclusions.

The NRC's preliminary decision means it may proceed with the environmental review process without preparing a more detailed environmental impact statement, and instead issue a final environmental assessment and a finding of no significant impact. The public may submit comments on the draft until September 2, with submission methods detailed in the Federal Register notice; online submission is recommended via the Federal eRulemaking Portal (using Docket ID NRC–2026–1719).

Following the comment period, the NRC is expected to finalize the environmental assessment and determine whether an environmental impact statement is required and whether a finding of no significant impact can be issued. According to the NRC's Duane Arnold restart webpage, the final documents are expected to be released in the fall. Two months earlier, the NRC made a similar preliminary determination for Constellation Energy's restart project at the Crane nuclear plant (formerly Three Mile Island-1) in Pennsylvania.
