Notice Regarding the Call for Application Scenarios for AI Innovative Technologies in the Energy Industry (2025): "AI + Nuclear Energy Innovative Application Scenarios" Track

To thoroughly implement the innovation-driven development and energy revolution strategies of the CPC Central Committee and the State Council, accelerate the deep integration of artificial intelligence technology with the nuclear energy industry, and stimulate industry innovation vitality, the China Energy Research Society is organizing the 2025 Energy Industry AI Innovative Technology Application Scenario Collection (see Appendix 1 for details). The collection work for the "AI+Nuclear Energy Innovative Application Scenarios" track is now being launched. Relevant matters are as follows:

I. Background and Purpose

Artificial Intelligence (AI), as the core driving force of the Fourth Industrial Revolution, is reshaping the global industrial landscape. In the nuclear energy field, AI technology, with its powerful data analysis, intelligent decision-making, and predictive capabilities, provides a new paradigm for the safe and efficient development of this strategic energy source. The integration of "AI+Nuclear Energy" has become an inevitable trend in technological development and industrial upgrading.

This activity aims to create an AI+Nuclear Energy cross-border innovation ecosystem platform through AI technologies (Machine Learning, Knowledge Graphs, Natural Language Processing, Computer Vision, etc.), forming a closed loop of "Academic Innovation - Technical Verification - Engineering Application," and building a national-level benchmark platform for nuclear energy intelligent development. By deeply applying AI technology to the entire industry chain of nuclear power plants, including design optimization, intelligent operation and maintenance, safety supervision, fault prediction, and fuel management, it will significantly enhance safety, economy, and efficiency, driving the full lifecycle management of the nuclear energy industry towards intelligence and digitalization.

III. Purpose and Objectives

This activity aims to achieve the following core objectives by building a high-level competition and exchange platform:

Stimulate Innovative Thinking: Encourage participants to explore innovative AI solutions targeting pain points and difficulties in the full lifecycle of the nuclear energy industry.

Discover Outstanding Talent: Identify and cultivate a group of compound, innovative high-end talents and excellent teams who understand both AI technology and nuclear energy expertise.

Promote Technology Application: Facilitate the deep integration and practical implementation of cutting-edge information technologies such as AI, Big Data, and the Internet of Things in nuclear energy design, construction, operation and maintenance, safety, decommissioning, and broader nuclear technology application fields.

Promote Industry-University-Research-Application Integration: Strengthen connections and cooperation among universities, research institutes, nuclear energy enterprises, and AI technology companies, accelerating the transformation of scientific research achievements into practical productivity.

Enhance Industry Intelligence Level: Contribute wisdom and strength to the digital transformation and intelligent upgrading of China's nuclear energy industry, supporting high-quality industry development.

V. Track and Submission Requirements

(I) Track Description: Closely focusing on the integrated innovation theme of "AI+Nuclear Energy," encouraging exploration of the deep application of AI technology in the entire nuclear energy industry chain, the following sub-tracks are set up (see Appendix 2 for details):

Sub-track 1: Nuclear Power Intelligent Design and Smart Construction

Sub-track 2: Intelligent Operation and Maintenance of Nuclear Power Plants and Equipment Lifecycle Management

Sub-track 3: Nuclear Safety Regulation and Emergency Response Intelligence

Sub-track 4: Innovative Applications in Nuclear Fuel Cycle and Hazardous Waste Treatment

Sub-track 5: Innovations in Nuclear Energy Science Popularization, Public Communication, and Policy Research

Sub-track 6: Design, Simulation, Verification, and Performance Analysis of New Nuclear Reactors

Sub-track 7: Development, Screening, and Performance Prediction of New Nuclear Energy Materials

Sub-track 8: Application Exploration of Specialized Large Language Models and Knowledge Graph Construction in the Nuclear Field

Sub-track 9: Future Nuclear Energy and Frontier Technology Integration

Sub-track 10: "Nuclear Energy+" Cross-Border Integration and Data Element Empowerment

(II) Overall Work Requirements: Submitted works must closely revolve around the integrated innovation themes of the ten sub-tracks of "AI+Nuclear Energy." Specific content requirements are as follows:

Originality: Submitted works must be original achievements independently conceived and developed by the applying team, not infringing upon any third party's intellectual property rights (including patents, trademarks, copyrights, trade secrets, etc.). The participating team bears full responsibility for the originality of the work.

Innovation: Works should demonstrate significant technological innovation or application model innovation, propose unique solutions, effectively address existing challenges in the nuclear energy field or explore new growth points, exhibiting foresight and leadership.

Feasibility: The technical roadmap should be clear, scientific, and reasonable. The solution design should fully consider realistic constraints and possess the potential for further development, implementation, and promotion in practical scenarios.

Completeness: All submitted materials should be complete, standardized, and comply with submission requirements, clearly and accurately describing the project's overview, core value, and implementation pathway.

Confidentiality: Applicants should assess the confidentiality needs of the technical and commercial information involved in their projects. Submitted materials will be considered publicly available for review and publicity (unless a special confidentiality declaration is made and agreed upon with the organizing committee). Applicants must ensure that the submitted content complies with national and relevant organizational confidentiality regulations and does not involve state secrets or core parts of commercial secrets (or has been appropriately desensitized).

(III) Intellectual Property Related Requirements:

Ownership: The intellectual property rights of submitted works (including proposals, code, models, documents, etc.) belong to the applying team in principle. If the project's supporting organization has relevant regulations, those shall prevail, but the organizing committee must be informed.

Usage Rights: The organizer and co-organizers have the right to use all submitted works (especially award-winning ones) for non-commercial publicity, public display, compilation and publication, and free use in competition-related activities (such as technical seminars, achievement exhibitions).

Priority for Achievement Transformation: For outstanding award-winning projects emerging from the activity, CGN Digital Technology Co., Ltd., as the co-organizer, enjoys priority investment rights and priority negotiation rights for industrial cooperation under equivalent commercial conditions. Specific cooperation details will be separately negotiated and determined by both parties based on the principle of mutual benefit.

Confidentiality Commitment: The organizing committee will require all expert reviewers, staff, and relevant personnel who may access the core content of submitted works to sign confidentiality agreements, committing to strictly protect the technical secrets and undisclosed commercial information contained in the submissions and not to use them for any purpose unrelated to the review.

(IV) Activity Violation Handling Statement

This collection activity adheres to the principles of fairness, justice, and openness, adopting a "zero-tolerance" attitude towards any form of academic misconduct and violations. This includes, but is not limited to: plagiarism or misappropriation of others' achievements; falsification or manipulation of experimental data; false reporting of project information or team member qualifications; duplicate submissions (submitting core content that has already won awards in other similar or higher-level competitions for re-entry). Once verified, the organizing committee will immediately take the following measures:

1. Cancel the team's qualification or awarded prizes.

2. Recover any distributed bonuses, prizes, and certificates (if any).

3. Depending on the severity, report the violation to the applicant's affiliated organization (school, research institute, enterprise, etc.).

4. Reserve the right to publicly disclose relevant information to society.

VI. Schedule

This collection activity comprises three stages: Preliminary Selection, Semi-Finals, and Finals. The specific arrangements are as follows:

Scenario Submission: From today - September 20, 2025

Preliminary Review: September 22, 2025 - September 26, 2025

Semi-Final Review and Online Defense: October 13, 2025 - October 18, 2025

Advancement Roadshow Notification and Material Submission: October 24, 2025 - November 7, 2025

Offline Roadshow: November 13, 2025 - November 14, 2025

VII. Awards

Outstanding participating projects may have the opportunity to obtain: Relevant certificates, technology and investment matching opportunities, priority participation in related topics or projects of the organizer and partner organizations, industrial cooperation and application pilot opportunities, media promotion matrix, industry conference showcases, etc.

Key members of outstanding project teams may have the opportunity to obtain: Green channel for talent introduction or internship opportunities.

VIII. Eligible Applicants

(I) Students currently enrolled in domestic and international universities, colleges, and research institutes (including undergraduates, master's students, and doctoral students);

(II) Practitioners and research teams from nuclear energy industry enterprises and institutions, AI technology R&D enterprises, and scientific research institutions;

(III) Startups and individual developers with a strong interest in the "AI+Nuclear Energy" field and possessing relevant technical foundations or innovative ideas;

(IV) Participants can register as individuals or teams. The recommended team size is no more than 5 people, and a team leader must be designated. Cross-disciplinary, cross-institutional, and cross-field team formation is encouraged.

× Registration Prohibitions

To ensure the professionalism and fairness of the activity and encourage original innovation, projects falling under any of the following circumstances are not eligible for this scenario collection activity:

1. Mature projects that have already won the Grand Prize or Gold Medal (or equivalent highest-level award) in similar major national or international competitions.

2. Projects with significant intellectual property disputes or suspected plagiarism, misappropriation, or other academic misconduct.

3. Project content that violates the relevant laws, regulations, industry norms, or social ethics of the People's Republic of China.

IX. Activity Statement

The organizer and co-organizers reserve the right to make appropriate adjustments to the specific rules, schedule, award settings, etc., of the activity based on actual circumstances (such as force majeure, policy adjustments, etc.). Any adjustments will be promptly announced through official channels.

The activity organizing committee holds the final right to interpret all rules and procedures of this collection activity.

If the activity cannot proceed as originally planned due to force majeure factors (such as major natural disasters, public health events, major national policy adjustments, etc.), the organizer will make every effort to notify all relevant parties in advance and decide on postponement, suspension, or adjustment of the activity format based on the actual situation.
