U.S. Nuclear Power Consulting Firm EXCEL Services Officially Enters Vietnamese Market

U.S. nuclear power technology consulting firm EXCEL Services Corporation has established a subsidiary in Vietnam and is actively collaborating with domestic partners, coinciding with the restart of Vietnam's nuclear power projects. This move marks further development of bilateral cooperation in the nuclear energy sector. Currently, Vietnam is restarting its nuclear power development plans, attracting attention from numerous international partners.

On July 28, EXCEL Services Corporation announced the establishment of its Vietnamese subsidiary and signed a Memorandum of Understanding (MoU) with the National Innovation Center (NIC) and Ho Chi Minh City University of Technology, while actively advancing more cooperation agreements with Vietnamese government agencies and enterprises. James Voss has been appointed as General Manager of EXCEL Services Vietnam, responsible for the company's operations in the Vietnamese market.

Previously, at the Vietnam-U.S. Innovation Forum jointly organized by NIC and EXCEL Services Corporation in May 2026, James Voss, then Vice President of Business Development for Southeast Asia at EXCEL Services Corporation, stated that the company is researching next-generation energy solutions, including Small Modular Reactors (SMRs) and integrated energy systems, to meet the continuous operation needs of high-tech industries. He believes Vietnam is a promising market where advanced energy solutions suitable for local conditions can be deployed, and expressed hope for gradual technology transfer, experience sharing, and establishing long-term cooperation in the nuclear power sector.

According to business registration information, EXCEL Services Vietnam Joint Stock Company was established on July 7, 2026, with a registered capital of 50 million Vietnamese Dong. Bùi Tiến Long serves as Deputy General Manager and holds 98% of the registered capital, while Phạm Thị Thanh Trúc and Bùi Thị Hiền each hold 1%. Founded in 1985, the company is a U.S. technology consulting firm specializing in the nuclear energy sector, with a team of over 250 experts covering policy consulting, licensing, design, project management, and nuclear power plant operational support.

Against the backdrop of Vietnam restarting its national nuclear power plan, the arrival of EXCEL Services comes at an opportune time. Multiple countries, including Russia, South Korea, France, the United States, and China, have expressed willingness to cooperate with Vietnam in developing nuclear power. Notably, on March 23, Vietnam and the Russian Federation signed an intergovernmental agreement on the construction of the Ninh Thuan 1 Nuclear Power Plant. The project is initially planned to have two units with a total capacity of approximately 2,400 megawatts, utilizing the VVER-1200 reactor technology developed by Russia.
