UK Interim Report on Fission Materials Roadmap Highlights New-Generation Nuclear R&D Priorities
The UK National Nuclear Laboratory (UKNNL) and the Henry Royce Institute recently released the "UK Fission Materials Roadmap Interim Report." The report states that the UK needs to clarify as soon as possible the priority technology routes and operating environments for next-generation nuclear reactors, so as to concentrate materials research resources on key directions and support future nuclear power development.

The report argues that the UK should decide within the next one to two years whether to build a domestic materials test reactor; within the next five years, the government should also establish a national materials archive to preserve irreplaceable irradiated material samples. The report also recommends making long-term funding commitments of at least five years for relevant research projects to ensure continuity in materials R&D efforts.
This interim report groups future research priorities into four major technical themes: structural materials, fuel and cladding, material disposability, and irradiation damage. Around these technical directions, the report also lists six supporting priorities, including talent, infrastructure, funding, qualification and certification, modelling, and policy. These elements will serve as the foundation for the full roadmap, which is scheduled for release at the end of 2026.
Gareth Headdock, Chief Scientist and Technology Officer and Deputy Chief Executive Officer of the UK National Nuclear Laboratory, stated that the interim report is the result of multi-party collaboration across the UK nuclear sector, covering key issues such as structural steels, advanced fuels, and waste disposability. He said that decisions made regarding reactor concepts, materials testing infrastructure, and long-term funding arrangements will have a significant impact on UK nuclear R&D.
David Knowles, Chief Executive Officer of the Henry Royce Institute, stated that momentum in the UK nuclear industry is strengthening. Recently, Rolls-Royce SMR, the UK National Nuclear Laboratory, and the Japan Atomic Energy Agency reached a collaboration to accelerate the deployment of advanced nuclear technologies, demonstrating international confidence in UK nuclear capabilities.
Rolls-Royce SMR is a subsidiary of the engineering company Rolls-Royce. The company is currently advancing cooperation with ČEZ, the Czech state-owned power utility, with plans to deploy up to 3 gigawatts of small modular reactor capacity in the Czech Republic. The company also plans to deploy 3 units in the UK, with the possibility of expanding to 6 units; in Sweden, its initial deployment plan includes 3 units.
