Lufeng Nuclear Power Unit 1 Nuclear Island Installation and High-Quality Cold Test Sand Table Exercise Successfully Concluded

From August 18 to August 21, 2026, the China Nuclear Energy Association (hereinafter referred to as the Association) organized relevant experts to successfully carry out the sand table exercise for the nuclear island installation and high-quality cold test of Lufeng Nuclear Power Unit 1. The sand table exercise was led by Hu Guofeng, former Director of Shanghai Nuclear Engineering Research and Design Institute Co., Ltd. and Deputy Director of the Science, Technology and Development Expert Committee, with Li Jingxi, former Director of the South China Nuclear and Radiation Safety Supervision Station of the Ministry of Ecology and Environment, Li Qibin, former Chairman of China Nuclear Industry 23 Construction Co., Ltd., Zeng Hao, former Chairman of CNNC Maintenance Co., Ltd., and Wang Mingliang, former Deputy General Manager of China Nuclear Industry Fifth Construction Co., Ltd., serving as advisors. A total of 24 external experts participated. Qiao Piye, Deputy Secretary of the Party Committee and General Manager of Lufeng Nuclear Power, attended the event.

Lufeng Nuclear Power Units 1 and 2 adopt the independently developed advanced CAP1000 technology route. Centered on the overall construction goal of "One High, Three Innovations," comprehensive high-quality management and control measures covering installation, commissioning, and cold test have been systematically planned. In order to coordinate the overall situation in advance, front-load risk management, refine process interfaces, and advance subsequent installation and cold test work with high standards, high quality, and high efficiency, this nuclear island installation and high-quality cold test sand table exercise was specially organized.

This exercise was divided into the nuclear island installation group (including the conventional island side) and the high-quality cold test group, and was carried out around eight scenarios: "High-standard installation construction (start) and continuous construction," "High-quality CV closure and plant building topping-out," "220kV reverse power transmission, water/air/gas systems and main control room availability," "Handover of core handover packages before cold test," "Cold source availability," "High-standard primary loop flushing," "High-quality SGS system handover and SG secondary side pressure test," and "One-Three-Three high-quality cold test objectives."

On behalf of the Association, Hu Guofeng expressed gratitude to all experts for their dedicated efforts during the exercise and to Lufeng Company for its meticulous planning, arrangement, and friendly collaboration in this event. He pointed out that this exercise covered both full-cycle strategic planning and tactical arrangements for various construction organizations before the cold test, yielding rich results that achieved the expected outcomes. He hoped that the owner and the general contractor would review and assess the exercise results, unify thinking and objectives, make balanced planning and resource allocation for milestone transitions and room/system handovers based on the characteristics of AP projects, and hoped that the Lufeng project would build on the experience of preceding projects, strengthen experience feedback and closed-loop management, so as to achieve the goal of "One High, Three Innovations."

On behalf of Lufeng Nuclear Power, Qiao Piye expressed gratitude to the Association's expert group for their hard work. He pointed out that the eight exercise scenarios set up in this exercise covered all key points before the cold test, and the results were rich and exceeded basic expectations. He proposed that all participating construction units should build confidence in creating an excellent Lufeng project, unify thinking and objectives, and, in response to the pain points, difficulties, and risk points identified in this exercise, organize all participating construction units to digest them one by one, clarify subsequent implementation measures, and ensure that the exercise results deliver tangible outcomes.
