On September 28, State Nuclear Electric Power Planning Design & Research Institute Co., Ltd. convened the first Party Committee (enlarged) meeting of 2026 and the second meeting of the 2026 Safety Production and Emergency Management Committee. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the meeting thoroughly studied and implemented Xi Jinping Thought on Ecological Civilization and General Secretary Xi Jinping's important instructions and directives on safety production, fully implemented the relevant work requirements of the Group Company's Safety Production Deployment Enhancement and Third Quarter Safety Risk Control Meeting, comprehensively reviewed the work of the first three quarters, scientifically assessed the current safety development situation, and arranged and deployed key tasks for safety production and ecological environmental protection in the next stage. Wang Chengli, Secretary of the Company's Party Committee, Chairman, and Director of the Safety Committee, presided over the meeting and delivered a speech. Company leaders Zhang Honglei, Wang Li, Li Shifeng, and Gao Pengfei attended the meeting.

The meeting implemented the "First Agenda" study system, collectively studied Xi Jinping Thought on Ecological Civilization, General Secretary Xi Jinping's important articles and important instructions and directives, and conveyed the spirit of the State-owned Assets Supervision and Administration Commission of the State Council's Central Enterprise Third Quarter Safety and Environmental Protection Work Scheduling Meeting. The meeting listened to and reviewed the "Summary of Safety and Environmental Protection Work of State Nuclear Electric Power Planning Design & Research Institute Co., Ltd. in the First Three Quarters of 2026 and Key Work Arrangements for the Next Stage"; four units—the Engineering Construction Branch, the Survey Branch, Chongqing Company, and Intelligent Xinyuan—successively delivered special reports on safety production. Members of the Company's leadership team made exchange speeches in accordance with the "Five-Point Agreement" and their own job responsibilities.

The meeting profoundly analyzed and assessed the complex and severe situation currently facing safety production, analyzed various risk shortcomings brought by projects under construction and new businesses at the national, Group, and Company levels, and required all staff to firmly establish red-line awareness, adhere to bottom-line thinking, resolutely abandon the mentality of taking chances, always maintain vigilance as if standing on the edge of an abyss or treading on thin ice, and resolutely hold the bottom line of "zero serious injuries, zero environmental incidents."

Various risk shortcomings exist at different levels in projects under construction and new businesses at the national, Group, and Company levels. All staff are required to firmly establish red-line awareness, adhere to bottom-line thinking, resolutely abandon the mentality of taking chances, always maintain vigilance as if standing on the edge of an abyss or treading on thin ice, and resolutely hold the bottom line of "zero serious injuries, zero environmental incidents."

It is necessary to firmly establish the safety concept that "any risk can be controlled, any violation can be prevented, and any accident can be avoided," and to carry out safety work with a "strict, cautious, meticulous, and practical" style. It is necessary to tighten and consolidate the responsibility chain, strictly implement the "Five-Point Agreement," focus on the "key minority," strengthen whole-process supervision and evaluation, and open up the "last mile" of responsibility transmission; it is necessary to systematically enhance duty performance capabilities and make good use of digital safety technical means; it is necessary to closely monitor the fourth quarter and the key period around the end of the year and the beginning of the next year, strengthen the control of key projects such as the Lianjiang Nuclear Power and Haiyang Nuclear Power submarine shield tunneling projects and field survey operations, coordinate overseas project management, and hold the bottom line of ecological and environmental protection compliance.
