Sweden's Blykalla Partners with Microsoft to Use AI to Advance Licensing Review of Lead-Cooled Advanced Nuclear Reactor
Swedish advanced nuclear technology developer Blykalla recently announced a partnership with Microsoft to apply artificial intelligence (AI) technology to one of the most challenging bottlenecks in the nuclear power industry——project licensing and regulatory review. Blykalla has begun deploying Microsoft's GenAI for Energy Permitting Solution Accelerator and Agentic AI tools in its regulatory business processes, aiming to significantly shorten the licensing approval cycle for its “Swedish Advanced Lead-cooled Reactor” (SEALER) in Sweden and the United States.
Microsoft's solution demonstrates how generative AI and AI agents can draft, review, and refine licensing documents in accordance with regulatory requirements. Blykalla will apply the solution to approval documentation work in both Swedish and English. By using AI technology to assist the licensing process, the company expects to significantly accelerate project approval and time to market, with the goal of reducing the traditionally years-long document drafting and review time to months without compromising quality and safety.

Currently, Blykalla is advancing regulatory review work on two fronts: on one hand, it is applying in Sweden to build two advanced nuclear energy parks; on the other hand, as the company expands its business to the United States, it is conducting pre-application engagement with the U.S. Nuclear Regulatory Commission (NRC).
As an advanced modular reactor (AMR), SEALER uses Blykalla's breakthrough patented material technology——a proprietary aluminum alloy steel capable of resisting liquid lead corrosion, thereby making the commercialization of lead-cooled fast reactors possible. SEALER's compact size brings enormous advantages such as rapid deployment and flexible siting, enabling it to be co-located with industrial facilities and AI data centers to precisely provide the needed power.
Blykalla's reactor is based on lead-cooled technology successfully applied since the 1960s and has been reconfigured for modern application through patented Swedish scientific research. After decades of domestic innovation, the company is preparing to advance the commercialization of this technology simultaneously in Sweden and the United States.
