Pulsed Fusion Technology Race Drives U.S. High-Voltage Semiconductor R&D; Helion Secures $225 Million to Build Domestic Supply Chain
U.S. commercial fusion developer Helion Energy has recently reached a preliminary funding agreement with the U.S. Department of Commerce to receive up to $175 million in federal funding support under the framework of the CHIPS and Science Act (CHIPS Act). Combined with $50 million in matching funds from private investors, the total joint investment of $225 million will be dedicated to establishing dedicated manufacturing bases and production lines in the United States, with a full-scale push to develop high-voltage, high-power pulsed semiconductor power devices and integrated modules required for commercial fusion reactor operation.

Helion's technology pathway is fundamentally based on high-power pulsed power systems, a physical approach that requires circuit systems to capture, switch, and release ultra-large-scale pulsed currents at high frequency and repeatedly within extremely short timescales. Currently, the high-reliability specialty semiconductors capable of withstanding such extreme pulsed conditions are primarily manufactured through overseas supply chains. By advancing domestic pilot production and volume manufacturing of these devices, Helion aims to completely eliminate the risk of overseas supply chain disruption and to custom-develop dedicated high-voltage fast-switching chips targeting engineering specifications such as higher operating voltages, improved thermal dissipation efficiency, and multi-year maintenance-free operation.
According to the plan, the $225 million comprehensive investment will be deployed across two major industrial nodes:
The Everett, Washington facility will receive more than $100 million to build an advanced packaging R&D center and power module volume production line, with a focus on multi-chip high-density integration technology;
The Burlington, Vermont facility will be allocated approximately $80 million to work with industry partners on custom development of specialty semiconductor manufacturing tooling and industrial processing equipment for high-throughput manufacturing needs;
The remaining dedicated funds will be used for the construction of fully automated assembly and quality inspection systems.
To ensure the security and returns of public funds, the U.S. federal government has adopted a relatively rare equity conversion model in this funding arrangement——the U.S. Department of Commerce will directly hold $175 million worth of non-voting shares in the company based on Helion's recent Series G financing valuation. Bill Frauenhofer, Executive Director of the U.S. Department of Commerce, noted that the high-power high-voltage switching technology developed for fusion pulsed scenarios has significant technology spillover effects, and its breakthroughs will simultaneously empower strategic areas such as national smart grid modernization and high-energy pulsed defense systems.
The injection of this dedicated semiconductor funding comes at a critical juncture as Helion accelerates the deployment of its first commercial reactor project. The company recently completed a $500 million equity financing round and achieved a plasma temperature of 150 million degrees Celsius on its test device; earlier this year, Washington State regulators also formally issued it key radiation and environmental permits, paving the way for construction to begin on the generator building for its flagship commercial fusion demonstration reactor "Orion." Under a previously signed power purchase agreement with Microsoft, Helion must reliably supply 50 megawatts (MW) of fusion clean electricity to Microsoft's AI data centers by 2028, and the in-house manufacturing capability for specialty power semiconductors and pulsed switching modules will become the critical engineering support determining this delivery timeline.
