It optimizes the safety production assessment and reward-punishment mechanism, establishes a whistleblower mechanism in the field of safety production, implements a safety production guarantee deposit system, establishes a safety production assessment scheme that places equal emphasis on results and processes, and achieves two-way traction between positive incentives and assessment accountability. In response to the long-standing difficulty of contractor management, it issues contractor safety management guidelines, establishes an element-based checklist for full-chain control covering access, selection, use, and evaluation, and achieves integrated penetrating management of contractors.
