The National Nuclear Safety Administration has approved the refueling outline for Units 3 and 4 of the Xudapu Nuclear Power Plant.

The National Nuclear Safety Administration (NNSA) recently issued a notice approving the "Fuel Loading and Refueling Outline (Version B0) for Units 3 and 4 of the Liaoning Xudapu Nuclear Power Plant." The notice bears the reference number Guo He An Fa [2026] No. 130 and is dated July 22, 2026.
According to the notice, CNNC Liaoning Nuclear Power Co., Ltd. had previously submitted a formal request for approval of the "Fuel Loading and Refueling Outline (Version B0) for Units 3 and 4 of the Liaoning Xudapu Nuclear Power Plant." In accordance with the relevant requirements of the *Nuclear Safety Law of the People's Republic of China* and the *Regulations on the Supervision and Management of Civil Nuclear Facility Safety of the People's Republic of China*, the NNSA conducted a technical review of the submitted application documents.
The review concluded that the "Fuel Loading and Refueling Outline (Version B0) for Units 3 and 4 of the Liaoning Xudapu Nuclear Power Plant" submitted by CNNC Liaoning Nuclear Power Co., Ltd. is acceptable, and the NNSA has granted its approval.
The NNSA requires CNNC Liaoning Nuclear Power Co., Ltd. to strictly adhere to the approved fuel loading and refueling outline to ensure the operational safety of Units 3 and 4 of the Liaoning Xudapu Nuclear Power Plant. Copies of the notice have also been sent to the Northeast Regional Office of Nuclear and Radiation Safety Supervision and the Nuclear and Radiation Safety Center under the Ministry of Ecology and Environment.
