Vietnam Issues 470 International Nuclear Energy Standards Covering the Full Chain of Nuclear Power Plants, Research Reactors, SMRs, and Radiation Protection

Vietnam is preparing for nuclear energy development, with the Ministry of Science and Technology recently issuing a list of 470 international and foreign standards directly applicable to the atomic energy sector. These standards cover multiple aspects including safety, design, operation, equipment, personnel, radiation protection, nuclear security, and accident response, aiming to ensure the safe and reliable operation of nuclear facilities throughout their entire lifecycle.

The list encompasses requirements across a wide range of fields, from nuclear power plants and research reactors to fuel technology, monitoring systems, radioactive waste management, and nuclear security. For nuclear power plants, the standards cover critical aspects such as analysis, safety assessment, design, commissioning, equipment classification, accident management, aging management, maintenance inspection, and personnel training. Meanwhile, specifications for measurement, control, and power systems are also being continuously updated, particularly regarding cybersecurity and artificial intelligence applications.

Vietnam is not only focusing on the construction of large-scale nuclear power plants but is also actively exploring the potential of Small Modular Reactors (SMRs). To ensure the smooth implementation of nuclear energy projects, the government is strengthening its regulatory framework, enhancing the capacity of radiation and nuclear safety management agencies, and placing emphasis on cultivating a highly qualified workforce. This includes improving the legal framework, attracting and retaining specialized talent, and conducting relevant training programs.

Beyond technical standards and personnel reserves, Vietnam also recognizes the importance of establishing a complete nuclear energy ecosystem. This involves building an industrial chain encompassing research institutions, universities, enterprises, and other stakeholders, thereby not only achieving the operation of nuclear power plants but also progressively developing into a high-tech industry that enhances the nation's scientific and technological strength. This strategic layout will help Vietnam make greater progress toward energy security and the 2050 net-zero emissions target.

Furthermore, government agencies are continuously improving technical regulations and standards in the field of radiation and nuclear safety, and are developing relevant regulations for research reactors as well as Small Modular Reactors (SMRs). Professional assessment teams are also being actively established to ensure effective supervision, management, and inspection of investors, thereby promoting the healthy development of the nuclear energy industry.
