South China Regional Office of the Ministry of Ecology and Environment Conducts Unannounced Special Inspection on Typhoon and Flood Prevention at Daya Bay Nuclear Power Base

To effectively strengthen the safety production defense line during the flood season, reinforce the primary responsibility of operating entities for typhoon and flood prevention, and prevent and mitigate nuclear safety risks posed by extreme weather such as typhoons and heavy rainfall, the South China Regional Office of Nuclear and Radiation Safety Supervision under the Ministry of Ecology and Environment (hereinafter referred to as the South China Regional Office) recently conducted a special inspection on typhoon and flood prevention at the Daya Bay Nuclear Power Base in the form of an unannounced inspection.

After Typhoon Hongxia, some buildings at the Daya Bay Nuclear Power Base experienced issues such as roof leakage and water seepage. This inspection focused on the aforementioned weak links, conducting on-site verification of key critical points including the diesel generator buildings, the open intake channel for the cold source, and the combined pump house one by one. The inspection team went deep into the production frontline, meticulously examining equipment operating conditions, implementation of protective measures, emergency material reserves, and duty and on-duty arrangements, verifying on-site the implementation of typhoon and flood prevention plans and carefully investigating potential safety hazards. In response to issues such as rainwater seeping into the emergency diesel generator building due to missing sealing gaskets in the rain baffle card slots, the inspection team required the operating entity to take immediate corrective actions, ensure rectification is completed, and conduct comprehensive screening and investigation by analogy, continuously improving the capability to respond to and handle extreme weather such as typhoons. At present, the relevant hazards at the Daya Bay Nuclear Power Base have been investigated and addressed, with no impact on the safe operation of the units.

The South China Regional Office emphasized that typhoon and flood prevention work should be carried out with a sense of responsibility of "always being concerned," strengthen the construction of hazard investigation and management systems and capabilities, strictly implement typhoon and flood prevention plans, and ensure rapid response, proper handling, and effective prevention and control. In the next step, the South China Regional Office will continue to closely monitor risks during the typhoon season, routinely carry out "look-back" inspections on flood and typhoon prevention, urge operating entities to improve long-term management and control mechanisms, refine emergency response plans for extreme weather, and make every effort to consolidate the nuclear safety defense line.
