Notice of the National Energy Administration on Issuing the "15th Five-Year" Action Plan for Electric Power Safety Production
To the energy administrations of all provinces (autonomous regions, and municipalities directly under the central government), the development and reform commissions of relevant provinces (autonomous regions, and municipalities directly under the central government) and the Xinjiang Production and Construction Corps, the Beijing Municipal Urban Management Commission, the Tianjin Municipal Bureau of Industry and Information Technology, the Department of Industry and Information Technology of Liaoning Province, the Shanghai Municipal Commission of Economy and Informatization, the Chongqing Municipal Commission of Economy and Informatization, all dispatched agencies, and enterprise member units of the National Electric Power Safety Production Committee:
In order to implement the decisions and arrangements of the Party Central Committee and the State Council on strengthening safety production, coordinate development and safety, deeply practice the new energy security strategy of "Four Revolutions and One Cooperation," consolidate the safety foundation for building a strong energy country, continuously improve the level of electric power safety production, and ensure the safe and stable operation of the power system and reliable power supply, the "15th Five-Year" Action Plan for Electric Power Safety Production is hereby formulated. It is now issued for your implementation.

The "15th Five-Year" Action Plan for Electric Power Safety Production
In order to thoroughly implement General Secretary Xi Jinping's important instructions and directives on safety production, and in accordance with the decisions and arrangements of the Party Central Committee and the State Council, this Action Plan is formulated to solidly carry out electric power safety production during the "15th Five-Year" period and to promote the modernization of the electric power safety governance system and governance capacity.
I. Overall Requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the plenary sessions of the 20th Central Committee, conscientiously implement the deployments of the Fourth Plenary Session, adhere to the people-centered and life-first principles, uphold the holistic approach to national security, deeply practice the new energy security strategy, coordinate development and safety, take the promotion of the modernization of the electric power safety governance system and governance capacity as the theme, take the transformation of governance models toward pre-prevention as the main line, continuously strengthen stable and reliable system operation capabilities, safe and standardized production operation capabilities, rapid and powerful emergency management capabilities, and technology-enabled safety assurance capabilities enabled by intelligence, focus on preventing and resolving systemic major safety risks, resolutely curb major and extraordinarily serious accidents, comprehensively improve the intrinsic safety level of the power system, consolidate the foundation for building a strong energy country, and provide safe and reliable power guarantees for advancing Chinese-style modernization.
By 2030, significant progress will be made in the modernization of the electric power safety governance system and governance capacity; safety production responsibilities in the electric power sector will be fully implemented; the dual prevention mechanism of risk classification and control and hidden danger investigation and management for electric power safety will operate effectively; major disaster prevention and emergency response capabilities will be significantly enhanced; risks in electric power construction and operation will be effectively controlled; intrinsic safety construction with science and technology at its core will be comprehensively advanced; the transformation from "safety required by others" to "safety pursued by oneself" will be promoted; and the electric power safety production situation will remain continuously stable.

II. Main Tasks
(1) Consolidating the Foundation of Safety Management
Strengthen the guiding role of politics, adhere to the Party's overall leadership, strictly implement the "First Agenda" system, continuously deepen the study and understanding of General Secretary Xi Jinping's important expositions on safety production, and lead safety governance with theory while consolidating safety production responsibilities across the entire chain. Improve the main responsibility system, firmly implement enterprise safety responsibility systems, promote the sinking of responsibilities to the grassroots level, and weave a dense responsibility implementation network. Urge enterprises to standardize the extraction and use of safety production expenses to ensure the necessary funding for safety production. Improve the supervision and management system, implement the "Three Musts" requirements (managing the industry must manage safety, managing business must manage safety, and managing production and operation must manage safety), refine the list of rights and responsibilities for electric power safety supervision and management, and optimize the operating mechanism of provincial electric power safety committees. Deepen the "Party Building + Safety" integration mechanism, embed safety production into all aspects of grassroots Party building, and consolidate the safety production work foundation of frontline teams.
(2) Strengthening Safety Management of Conventional Power Generation
Strengthen risk control for thermal power units under the context of transformation, improve risk monitoring and early warning mechanisms for coal-fired power units under new operating conditions, strengthen the investigation and management of hidden dangers related to full plant outages of power plants, enhance the intrinsic safety and life extension management of units, and improve the autonomous controllability of gas turbine technology.Strengthen risk control related to electric power safety for nuclear power units and enhance the guarantee level of external power grid lines related to nuclear facilities. Strengthen risk control for hydropower stations, promote the construction of intelligent monitoring and early warning systems for hydropower, advance intelligent operation and maintenance, and improve the joint dispatch and collaborative management mechanisms for river basins. Strengthen dam risk control, improve dam safety laws, regulations, standards, and risk control systems, and promote the application of intelligent monitoring and inspection technologies for dam safety.
(3) Strengthening Safety Management of New Business Forms and New Entities
Strengthen safety management of new energy power generation, improve safety technical standards for key scenarios such as offshore wind power and "desert, Gobi, and barren land" new energy bases, improve the safety management systems of new energy power generation enterprises, promote safety production standardization certification, and strengthen full-lifecycle safety risk assessment and prevention and control. Enhance the professional management capability of secondary systems in new energy power generation, and strengthen the construction and capability certification of secondary specialty teams. Strengthen safety management of new-type energy storage, improve the full-chain safety standard system and safety evaluation mechanisms, and strengthen safety supervision and information sharing for new-type energy storage.
(4) Strengthening Proactive Prevention and Control of Power Grid Safe Operation
Enhance system operation and control capabilities, accelerate research on the fundamental theory of stability for "dual-high" (high proportion of renewable energy and high proportion of power electronics) power systems, and strengthen simulation and analysis capabilities for complex power systems. Promote the extension of power system operation mode analysis and calculation to both ends of planning and design and real-time operation, and incorporate the assessment and verification of minimum equivalent start-up of the power grid into operation mode analysis. Strengthen the capability of reasonable zoning operation of the power grid and build a diversified black-start power supply system. Strengthen power grid risk control, improve the accident risk defense and operational risk control systems, strengthen risk control for large power grid stability damage, promote forest and grassland fire prevention along important transmission channel corridors, and strengthen monitoring and control of power grid voltage instability and oscillation risks. Optimize the "three defense lines," consolidate and improve the electric power safety defense system, and strengthen safety verification efforts under the electricity market environment. Strengthen distribution network safety management, improve the risk control mechanism for safe operation of distribution networks, effectively control the risk of county-level full outages, strengthen coordinated safety dispatch of main, distribution, and micro grids, and enhance the safety control capabilities of municipal and county-level dispatch institutions. Deepen the cybersecurity protection of electric power monitoring systems, strengthen the security protection of critical information infrastructure, enhance the cybersecurity protection of new business forms and new entities, and build an autonomous, controllable, safe, and reliable supply chain for electric power network and information infrastructure.
(5) Enhancing Grid-Connected Safety Management Capabilities
Improve the grid-connected safety management system, refine the technical supervision system for grid-connected safety of electric power secondary systems, cultivate market entities for grid-connected testing and technical supervision services, standardize grid-connected testing and operation control, and strengthen dynamic monitoring of grid-connected performance. Strengthen grid-connected management of new energy and new grid-connected entities, standardize grid connection acceptance standards and operating parameter management, and research and improve the management and supervision evaluation mechanisms for new energy modeling and parameter field testing institutions. Strengthen grid-connected management of conventional power sources, promote technical breakthroughs in primary frequency regulation under new operating conditions, scientifically deploy various dynamic reactive power resources, and strengthen minimum start-up management. Strengthen grid-connected management of local power grids and the user side, standardize dispatch safety management between local power grids and large power grids, and strengthen technical supervision of user-side grid-connected control and protection configurations and parameters.
(6) Strengthening Equipment Safety Management
Strictly control the equipment entry gate, establish a full-process quality traceability mechanism for equipment, strictly manage the bidding and procurement of electric power equipment, and explore the establishment of a "blacklist" for equipment quality and a "recall" system for electric power equipment with major defects. Strengthen equipment operation and maintenance, implement reliability-centered condition-based maintenance of equipment, and accelerate the renewal and transformation of old and substandard equipment. Strengthen full-process technical supervision of equipment, build a connected and coordinated technical supervision system, and strengthen the rectification of quality issues and the handling of suppliers. Establish and improve the quality management system for electric power equipment, and rely on the electric power equipment quality and safety risk monitoring platform to strengthen quality information sharing and joint risk monitoring.
(7) Improving the Safety and Quality Management Level of Electric Power Construction Projects
Strengthen comprehensive supervision of safety and quality, standardize the full-process safety management of operations involving dangerous and major works, strictly manage design changes and construction periods, and strengthen safety control of construction teams and personnel as well as source control of survey and design. Strengthen the routine rectification of safety and quality issues, strengthen the rectification of issues related to weakened supervision by supervision units, severely crack down on serious illegal and non-compliant behaviors such as subcontracting and illegal subcontracting, and intensify the rectification of engineering quality issues. Explore new models for safety supervision of electric power construction projects, promote the establishment of an intelligent collaborative innovation service platform for electric power construction industry workers, and carry out special actions for standardization and "Sunshine Project" for safety and quality in electric power construction projects. Deepen safety and quality assurance for key projects and new business form projects, with a focus on strengthening safety and quality supervision and construction safety assurance for major and extraordinarily large projects such as hydropower in the lower reaches of the Yarlung Zangbo River, "desert, Gobi, and barren land" new energy bases, large-scale offshore wind power bases, and UHV AC/DC transmission projects, and strengthen safety and quality assurance for new technologies and new business forms.
(8) Strengthening the Modernization of Electric Power Emergency Systems and Capabilities
Improve the electric power emergency system, promote the revision of provincial-level power outage incident emergency plans, improve electric power emergency standards, strengthen the functional development of the National Electric Power Emergency Command Center, improve and refine the electric power emergency command mechanism under the framework of comprehensive safety and comprehensive emergency management, and strengthen regional emergency coordination in the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area. Improve pre-prevention capabilities, promote electric power enterprises to improve early warning "call-response" and rapid response mechanisms that reach the grassroots level, compile and improve comprehensive risk maps and emergency defense maps for electric power disasters, and carry out synchronized planning, project approval, construction, and operation of electric power equipment and facilities and their disaster prevention and resistance supporting facilities according to local conditions. Consolidate the foundation for disaster prevention, mitigation, and relief, complete the construction of national-level electric power emergency bases in Northeast and Northwest China, optimize and improve the "7+2+N" national electric power emergency force system, and strengthen grassroots emergency forces and foundations. Improve emergency rescue capabilities, implement the "Artificial Intelligence + Electric Power Emergency" innovation project, strengthen the configuration of "small, fast, light, and intelligent" new technical equipment, enhance disposal and support capabilities under extreme emergency scenarios, and strengthen professional skills education and training.
(9) Accelerating the Cultivation and Development of New Quality Productive Forces in Electric Power Safety
Strengthen "Artificial Intelligence +" safety governance, innovate methods for high-precision fault prediction and health management of equipment, promote the embedding of artificial intelligence technology into intelligent safety tools, and research auxiliary decision-making technologies for electric power safety production based on large-scale artificial intelligence models. Increase the independent research and development of key electric power equipment, strengthen the research and development of new protective materials, establish special plans for tackling key technologies of core components of electric power equipment, and promote breakthroughs in key technologies such as electric power chips and UHV components. Promote technological innovation in safety and quality control of electric power construction projects, research the construction of intelligent supervision systems for electric power construction projects, and use artificial intelligence, big data, and other means to strengthen off-site supervision and quality supervision of key electric power projects.
(10) Fully Leveraging the Supporting Role of Reliability Management
Improve the top-level design of reliability management, accelerate the formulation of supporting laws and regulations for the "Measures for the Administration of Electric Power Reliability (Interim)", and improve the electric power reliability management system with multi-party participation. Strengthen the supervision and management of electric power reliability, deepen the promotion and application of reliability management for power systems and low-voltage power supply reliability based on full-volume automatic collection, and improve the data standards, specifications, and data quality management systems for electric power reliability. Improve the reliability standard system covering all links, improve reliability standards for new elements and new scenarios, and strengthen the deep integration of standards with business scenarios. Deepen the innovation and application of reliability technology, integrate reliability management throughout the entire life cycle of equipment, and explore the application of large-scale artificial intelligence models in reliability management.
(11) Improving the Level of Law-Based Governance
Improve the policy and legal system, accelerate the formulation and revision of laws and regulations such as the "Regulations on Emergency Response and Investigation and Handling of Electric Power Safety Accidents," the "National Emergency Plan for Large-Scale Power Outage Incidents," the "Measures for the Supervision and Administration of Electric Power Safety Production," the "Measures for the Supervision and Administration of Construction Safety of Electric Power Construction Projects," the "Measures for the Supervision and Administration of Quality of Electric Power Construction Projects," and the "Provisions on the Supervision and Administration of the Operation Safety of Hydropower Station Dams," and improve the system of normative documents for safety management and the quality supervision outline system. Improve the standard system, revise national standards such as the "Safety Work Regulations for Electric Power" and the "Technical Specifications for the Configuration of Electric Power Safety Facilities," improve the technical standard system for grid-connected safety, promote the issuance of mandatory standards for construction, and timely formulate or revise safety production standardization specifications or guidelines. Strengthen the connection between administrative law enforcement and criminal justice, closely monitor the actual controllers, ultimate beneficiaries, and behind-the-scenes manipulators of illegal enterprises, seriously investigate and deal with illegal and non-compliant behaviors in safety production and fraud, improve the mechanism for transferring clues, and effectively exert deterrent and suppressive effects. Improve the efficiency of safety supervision, improve the provisions on law enforcement procedures, enhance the professionalism and penetration of supervision, and strengthen on-site supervision and all-round supervision. Strengthen the capacity building of supervisory personnel, and focus on the transformation from "checking problems" to "checking systems." Standardize and scientifically carry out accident and incident investigations, and form a closed loop of rectification through accident investigation, problem rectification, acceptance and case closure, and accountability. Improve the mechanisms for reporting electric power safety information and investigating and handling accidents and incidents. Improve the quality and effectiveness of hidden danger investigation and rectification, and improve the mechanism for retroactive accountability that treats major hidden dangers as accidents. Build a scientific and quantitative safety evaluation system, and promote the transformation of safety supervision from qualitative to quantitative. Deepen international exchanges and cooperation on electric power safety.
(12) Deepening the Construction of Electric Power Safety Culture
Promote the construction of key projects for the safety culture of "harmonious compliance and shared safety governance," improve the basic norms for the construction of electric power safety culture, and vigorously carry out the construction of electric power safety science popularization bases and science popularization publicity. Improve the safety production education and training system, standardize the skills training and certification of practitioners, and strengthen the publicity of electric power facility protection. Enhance the evaluation capability of electric power safety culture construction, and pilot the evaluation of the effectiveness of safety culture in enterprise teams and among employees. Improve the safety culture literacy of employees, establish standard norms for the fine traditions of electric power safety management, and build a system for assessing the safety psychological health of employees.
III. Safeguard Measures
Establish and improve a collaborative working mechanism in which the National Energy Administration takes the lead in organizing, dispatched agencies coordinate with provincial electric power management departments to supervise and guide, and electric power enterprises, electric power dispatch institutions, users, and various grid-connected entities refine and implement. Electric power enterprises should decompose and refine action tasks and promote them scientifically and orderly. Increase factor guarantees, strengthen cross-industry coordination, and strengthen support for talent, science and technology, culture, and data in electric power safety governance. Strengthen supervision and evaluation, improve the monitoring and dynamic evaluation mechanisms for the implementation of the Action Plan, regularly carry out implementation monitoring and analysis and risk early warning, and ensure effective implementation and results.
