Recently, the U.S. Nuclear Regulatory Commission (NRC) officially released the Final Environmental Impact Statement for the proposed Paducah Laser Enrichment Facility (PLEF) of Global Laser Enrichment (GLE), recommending the formal issuance of a construction and operating license for the proposed plant.

It is understood that the facility, located in Kentucky, will use the proprietary SILEX laser uranium enrichment technology of Silex Systems Ltd. to re-enrich depleted uranium tailings from previous gaseous diffusion enrichment plant operations of the U.S. Department of Energy. The project will not only produce conventional low-enriched uranium (LEU), but will also be authorized to produce a new advanced fuel grade (LEU+) with uranium-235 content of up to 8%, in order to comprehensively enhance the economic benefits and operational performance of nuclear power plants.

As the third-generation breakthrough process following gas centrifuge technology, laser uranium enrichment technology uses lasers of specific wavelengths to achieve isotope-selective excitation and separation, offering higher operational efficiency, lower energy input, and reduced tail assay advantages. GLE has previously completed a large-scale uranium enrichment demonstration project in Wilmington, North Carolina, achieving technology readiness level 6, and has signed a long-term commercial uranium enrichment offtake agreement with Canada's Cameco.

Silex Systems Chief Executive Officer Michael Goldsworthy stated that the final safety evaluation report for PLEF is expected to be completed by the end of the year, and the project license is expected to be finalized in early 2027. As the world's first large-scale commercial laser-based enrichment project, the facility's deployment will further strengthen the autonomy and controllability of the U.S. nuclear fuel cycle supply chain and long-term energy security.
