Joint Safety Inspection of Directly Managed Nuclear Technology Utilization Units in Shandong by East China and North China Nuclear and Radiation Safety Supervision Stations

To thoroughly implement General Secretary Xi Jinping's important directive on the Quanzhou shoe factory fire accident, which calls for "in-depth investigation and rectification of various risk hazards, meticulous implementation of safety production measures, and resolute prevention of major and catastrophic accidents," the Ministry of Ecology and Environment's East China Nuclear and Radiation Safety Supervision Station (hereinafter referred to as the East China Station) recently joined forces with the North China Nuclear and Radiation Safety Supervision Station (hereinafter referred to as the North China Station) to take swift action. Together, they formed a joint inspection team to conduct safety inspections on some of the Ministry of Ecology and Environment's directly managed nuclear technology utilization units in Shandong Province.

Shandong currently has 19 such units directly managed by the Ministry of Ecology and Environment, making it a major province in nuclear technology utilization. To ensure that this joint inspection achieves the goal of identifying safety hazards and reducing safety risks, the East China Station planned ahead, systematically reviewed and analyzed the inspection issues and rectification records of the 19 units over the past three years, and selected four types of units for inspection: urban radioactive waste repositories, gamma irradiation facilities (electron accelerator users), radioactive pharmaceutical production units, and general hospitals (users of Class I radiation devices), ensuring the representativeness and typicality of the inspected units.

During the on-site inspection, the joint inspection team adhered to a "rigorous, prudent, meticulous, and practical" work style, conducting comprehensive radiation safety supervision and inspections through a combination of on-site surveys, interlock testing, personnel interviews, and document and record sampling. For issues identified, immediate rectification requirements were raised, urging prompt corrective actions to mitigate radiation safety risks in a timely manner. After the inspection, the East China Station and the North China Station organized an exchange and discussion meeting, delving into topics such as the current status of radiation safety management and common risk hazards among the remaining Ministry of Ecology and Environment directly managed nuclear technology utilization units in Shandong Province.

The East China Station will take this inspection as an opportunity to summarize and learn from the good practices of the joint inspection, continuously improving the radiation safety regulatory system and modernization level in the East China region, adhering to the strictest standards and most practical measures to safeguard the bottom line of safety, and providing strong assurance for protecting the radiation safety of the public.
