Xu Dabao Nuclear Power Plant Completes On-Site Comprehensive Emergency Exercise Before First Fuel Loading of Unit 3

On August 20, Liaoning Nuclear Power conducted an on-site comprehensive emergency exercise before the first fuel loading of Unit 3, honing nuclear emergency response capabilities through practical drills.

The exercise was carried out under the full guidance and supervision of the Northeast Regional Office of Nuclear and Radiation Safety Supervision under the Ministry of Ecology and Environment, with a total of over 300 participants from Liaoning Nuclear Power, the supervision company, the general contractor, and various construction units.

The exercise successively completed responses across all emergency preparedness levels, including emergency standby, building emergency, site area emergency, and off-site emergency, with plant recovery efforts initiated during the emergency termination phase. The exercise activated key emergency facilities such as the emergency command center, mobile power garage, and fire station, comprehensively testing the organizational command, comprehensive response, and multi-party coordination capabilities of Liaoning Nuclear Power's nuclear emergency system, as well as the reliability and availability of various emergency facilities and equipment.

The accident sequence of the exercise was progressively unfolded on the simulator, with key focus on testing the full chain of emergency response actions, including emergency state assessment and accident handling, emergency notification and activation, unit status and core damage assessment, fire intervention, emergency repair, emergency environmental survey, medical first aid, emergency exposure control, accident consequence assessment, deployment of emergency mobile power equipment, public opinion response, and assembly, accounting, and evacuation of non-emergency personnel.

On August 21, the Northeast Regional Office organized a summary meeting for the exercise inspection and evaluation. The attending leaders and experts affirmed the preparation and implementation results of the exercise, and required Liaoning Nuclear Power to continue improving the emergency software and hardware configuration, optimize certain emergency response procedures, and further enhance emergency management and response capabilities.

The on-site comprehensive emergency exercise is one of the prerequisites for the first fuel loading of a nuclear power plant. This exercise comprehensively tested Liaoning Nuclear Power's emergency response capabilities, effectively verified the comprehensive response capability of the emergency organization under extreme operating conditions, and laid a solid foundation for the smooth fuel loading of Unit 3.

In the next step, Liaoning Nuclear Power will take this exercise as a starting point, comprehensively review and summarize the experience and results, strengthen bottom-line thinking, adhere to a practical orientation, continuously iterate and improve the emergency response system, intensify professional skills training for personnel, hone solid nuclear emergency capabilities, and firmly safeguard the nuclear safety defense line.
