South China Regional Office of the National Nuclear Safety Administration Conducts Special Supervision and Inspection of Changjiang Units Under Construction

As the South China region enters the main flood season with concentrated typhoons and heavy rainfall, nuclear facilities face significant pressure in resisting meteorological disasters, and safety control responsibilities are critical. To rigorously prevent nuclear safety risks triggered by natural disasters during the flood season and to reinforce the primary responsibility of operating entities for safety production, the South China Regional Office of the National Nuclear Safety Administration (hereinafter referred to as the South China Regional Office) made advance deployments and carried out a special supervision and inspection of typhoon and flood prevention for the Changjiang units under construction in an “unannounced” manner. This inspection comprehensively verified the effectiveness of control measures, tightened the primary responsibility of the operating entity, and effectively built a safety barrier for nuclear facilities during the flood season.

Inspectors went deep into the construction sites of Units 3 and 4 of the Changjiang Nuclear Power Plant and the small modular reactor demonstration project, focusing on checking the implementation of engineering protection measures against water inundation and backflow for important nuclear safety structures and system equipment; carefully inspecting the storage quantity, storage management, and deployment support capabilities of flood prevention materials such as sandbags, drainage equipment, and emergency lighting on site; comprehensively verifying the operational status of the plant's drainage systems and equipment, as well as the implementation of typhoon and flood prevention emergency training and drill plans; and tracking and reviewing the effectiveness of the operating entity's previous self-inspection and self-correction rectification closure for typhoon and flood prevention hazards.

For the weak links and problem hazards identified during the inspection, rectification requirements were specified and rectification deadlines were set. The South China Regional Office required the operating entity to deeply recognize the extreme importance of nuclear safety work during the flood season, adhere to source prevention and a problem-oriented approach, strictly implement natural disaster emergency plans, standardize emergency material management, regularly conduct practical typhoon and flood prevention training and emergency drills for frontline personnel, continuously improve the rapid response capability for extreme weather emergencies, and ensure prompt emergency response and effective prevention and control measures.

Nuclear safety is no trivial matter, and flood and typhoon prevention is a crucial part of nuclear facility safety control. In the next step, the South China Regional Office will continue to maintain a sense of responsibility with “constant vigilance,” adhere to the integrated advancement of “pre-event prevention, on-site verification, and duty support,” closely monitor weather changes and unit dynamics during the flood season, and through full-process, penetrating supervision, urge the operating entity to strictly implement the requirements of “absolute responsibility, highest standards, systematic operation, and experience feedback,” rigorously and meticulously implement all safety control measures during the flood season, and fully ensure the safe passage of the flood season for the Changjiang units under construction.
