South China Regional Office of Nuclear and Radiation Safety Supervision of the Ministry of Ecology and Environment Conducts Special Typhoon and Flood Prevention Inspection at Changjiang Nuclear Power Plant
Currently, Hainan has entered the peak season for typhoons and heavy rainfall. Changjiang Nuclear Power Plant, having just withstood the test of Typhoon "Maysak," has been hit by continuous heavy rainfall, posing叠加 challenges to on-site safety production from extreme weather. To prevent and mitigate flood season safety risks at the source, the on-site supervision team strictly implemented typhoon and flood prevention safety requirements, closely monitoring key areas such as cooling source system safety, emergency system operation, and plant flood-proofing facilities. A three-tier linkage model was adopted, comprising "self-inspection and self-correction by the operator's professional departments, re-inspection and rectification by internal supervision departments, and special inspections by the on-site supervision team." Through tiered and classified dragnet-style hazard screening, weak links were identified item by item, and rectification was completed within specified deadlines, ensuring all preemptive prevention and control measures were implemented in detail.

During the inspection, the supervision team directly visited key plant buildings such as pump houses and indoor warehouses for on-site verification, strictly checking the implementation of the operator's emergency response plans item by item. Regarding issues identified during the inspection, the supervision team adhered to the principle of "rigorous, prudent, meticulous, and practical," providing feedback to the operator at the earliest opportunity, specifying rectification requirements and completion deadlines, and ensuring that all identified issues and hazards were closed out and fully addressed.
Adhering to systematic review and promoting continuous improvement. To further enhance on-site typhoon and flood prevention work, the supervision team urged the operator to conduct a systematic review of the entire Typhoon "Maysak" response process, distill effective experience, identify process shortcomings in depth, and optimize natural disaster prevention mechanisms by drawing inferences from one instance, effectively enhancing the pertinence and practicality of emergency plans, continuously strengthening comprehensive extreme weather response capabilities, and making full preparations for emergency response during the upcoming typhoon season.
In the next step, the South China Regional Office will continue to track the implementation of rectification measures, deepen the linkage mechanism between internal and external supervision, and routinely urge the operator to remain vigilant on nuclear safety, strictly implement long-term typhoon and flood prevention control measures, and make every effort to ensure the safe and stable operation of nuclear power units.
