Site Construction Officially Launched for Phase I of Shandong Laiyang Nuclear Power Project

On September 1, the pre-work meeting and construction mobilization meeting for the main plant area site leveling of Phase I of the State Power Investment Corporation (SPIC) Shandong Laiyang Nuclear Power Project was held at the project site, marking a key step forward in the construction of the Laiyang Nuclear Power Project and the full launch of site leveling works for Phase I.

Before the meeting, the construction crew organized a pre-work briefing, during which responsible persons from all participating construction parties inspected the site on location, verified the operating conditions of construction machinery and equipment one by one, and conducted inspections and evaluations of pre-work preparations, solidifying the foundational conditions for construction commencement from the source.

At the construction site, engineering machinery stood in orderly formation, and the construction teams were in high spirits. The responsible person of SPIC Laiyang stated that the Laiyang Nuclear Power Project will strictly implement the "four strictest" work requirements, coordinate all aspects of safety, quality, and schedule, and that all participating construction units will work in synergy, strive for excellence, and promote high-quality project development throughout the full lifecycle, injecting strong momentum into the Group's nuclear energy business for greater strength, optimization, and expansion.

Phase I of the Laiyang Nuclear Power Project was reviewed and approved at the State Council Executive Meeting on July 31, 2026. The project plans to construct 6 units of the "Guohe One" large advanced passive pressurized water reactor nuclear power units, a major national science and technology project, adopting world-class Generation III nuclear power technology with fully independent intellectual property rights of China, meeting the highest international safety standards. The project is planned as a whole and implemented in phases, with a single-unit capacity of 1,543 MW, an annual power generation of 12.5 billion kWh, capable of meeting the annual electricity demand of 12.5 million residents and reducing greenhouse gas emissions by 9 million tons per year. Upon full completion of all 6 units, the installed capacity will reach approximately 9.26 GW, making it the largest nuclear power base in the country by installed capacity, delivering 74 billion kWh of clean electricity annually, with a heating supply capacity exceeding 170 million square meters.

As the first landing project for the standardized and batch construction of "Guohe One," the Laiyang Nuclear Power Project carries the important mission of the Group's high-quality development of the nuclear energy industry. At present, the project construction has entered a brand-new stage. Leveraging the 100% domestically manufactured capability of the complete "Guohe One" unit, and taking batch construction as the starting point, the project will fully unleash the technical efficiency of "Guohe One," provide safe and reliable nuclear energy supply, and create a nuclear energy industry practice model for the implementation of the Group's "Balanced Growth Strategy." In the process of serving regional energy security and supporting the national "dual carbon" goals, it will fully demonstrate the unique value of the batch construction practice of "Guohe One," accumulating replicable construction and management experience for the large-scale deployment of China's Generation III nuclear power.
