SPIC Holds Mobilization and Deployment Meeting on Further Deepening Reform

On September 29, SPIC held a mobilization and deployment meeting on further deepening reform in Beijing, to thoroughly study and implement General Secretary Xi Jinping's important expositions on the reform and development of state-owned enterprises and Party building, fully implement the decisions and arrangements of the CPC Central Committee and the State Council as well as a series of work requirements of the State-owned Assets Supervision and Administration Commission of the State Council, unify thinking, clarify tasks, and consolidate responsibilities, solidly advance the Group's new round of reform breakthroughs, and empower high-quality corporate development through reform. Liu Mingsheng, Secretary of the Party Leadership Group and Chairman of the Group, attended the meeting and delivered a speech; Tian Yongzhong, Director and Deputy Secretary of the Party Leadership Group, attended the meeting; Liu Feng, Member of the Party Leadership Group and Vice President, presided over the meeting; Group leaders Chen Haibin, Gao Boyu, and Yan Hang attended the meeting.

The meeting pointed out

State-owned assets and state-owned enterprise reform is an important part of economic system reform and a key move to make state-owned enterprises and state-owned capital stronger, better, and larger. Units at all levels of SPIC must improve their political stance, deeply recognize that further deepening reform is a major political task that the Group must firmly shoulder, a practical need to resolve prominent contradictions and problems, and strong support for promoting the Group's higher-quality development. They must accurately grasp the practical requirements of further deepening reform, enhance the political responsibility and practical urgency of further deepening reform, push reform to greater depth with a higher stance and greater intensity, and better fulfill their duties and missions.

The meeting emphasized

It is necessary to keep the direction accurate and focus efforts precisely, and advance reform work in depth with higher standards and more practical measures. Reform goals must be clarified, anchored to the “three concentrations,” focused on the main responsibilities and core business, resolutely implement the strategy of building a strong country in science and technology, adhere to the “two unwavering principles,” implement penetrating supervision requirements, uphold and strengthen the Party's overall leadership, and fully complete the seven areas of reform tasks deployed in the Group's work plan for further deepening reform; key tasks must be grasped well, continuously strengthening scientific and technological innovation around the “top priorities of the country,” promoting the efficient operation of the “three-level, four-tier, five-modernization” strategic management and control system, tackling the “province as a whole” approach and reduction of legal entities, advancing the three-system reform in depth, improving the classified assessment and evaluation system, accelerating process transformation and digital transformation, resolving prominent problems, and preventing and defusing various risks; key principles must be grasped, adhering to seeking progress while maintaining stability, adhering to grasping the major and letting go the minor, adhering to the equivalence of rights, responsibilities, and interests, adhering to a people-centered approach, and steadily advancing the implementation of reform.

It is necessary to strengthen organizational leadership, improve the implementation system, strengthen coordination and linkage, and ensure the implementation and effectiveness of all tasks with powerful measures, strive to open up a new situation for high-quality development, and submit a brand-new reform answer sheet that can withstand scrutiny.

At the meeting, the Human Resources Department communicated and explained the “Overall Plan for Further Deepening Reform of the Group Company” and other relevant reform plans, and reported related situations. The Strategic Emerging Industries Department and the Science and Technology Digitalization Department reported on the progress of work in relevant business areas and the next work arrangements.
