SPIC Nuclear Conventional Island Quality Supervision Sub-station Conducts Pre-FCD Supervision and Inspection on Unit 2 of Guangxi Bailong Nuclear Power Plant

Recently, the Nuclear Conventional Island Engineering Quality Supervision Sub-station of State Power Investment Corporation (hereinafter referred to as the "SPIC Sub-station") completed the first and pre-FCD quality supervision and inspection of the conventional island of Unit 2 of Phase I of the Guangxi Bailong Nuclear Power Plant. The inspection adopted a "cross-supervision" model, coordinated by the Nuclear Conventional Island Engineering Quality Supervision Station, with the directly affiliated project station organizing a supervision team of senior industry experts, and the SPIC Sub-station providing full coordination and support throughout the process. This initiative aims to break long-standing inertial thinking and leverage external perspectives to identify management blind spots and quality hazards that may have been overlooked. Yin Jingfeng, Executive Deputy Director of the Nuclear Conventional Island Engineering Quality Supervision Group, attended the event and made work arrangements, with project leaders from the construction unit and all participating units fully involved in the supervision and inspection.

Yin Jingfeng, Executive Deputy Director of the Nuclear Conventional Island Quality Supervision Station (Head Station), emphasized at the inaugural meeting that the construction unit and all participating units must recognize the importance of nuclear quality from a holistic perspective, eliminate complacency, abandon wishful thinking, and implement the requirements of "safety first, quality first" throughout the entire project process, ensuring that every cubic meter of concrete and every steel bar withstands scrutiny. Project leaders from the construction unit and all participating units were fully involved.

The supervision team focused on the verification of pre-FCD conditions for the conventional island, conducting item-by-item spot checks and verification of key links including the operation of the quality assurance system, approval and technical disclosure of construction plans, incoming inspection and acceptance of raw materials and semi-finished products, management of mixing stations and laboratories, physical quality of rebar and formwork works, and personnel certification for job positions. During the verification, the supervision team reviewed mechanical performance test reports of rebar connection joints and concrete mix proportion design records, and conducted on-site measurements of rebar binding spacing and protective layer thickness. Based on the verification results, the supervision team formulated specific rectification opinions and improvement suggestions to support subsequent high-quality construction.

In the next step, the SPIC Sub-station will take this cross-supervision as an opportunity to systematically summarize the advanced practices of sister sub-stations in inspection approaches and methods, problem judgment criteria and standards, and focus of supervision priorities, identify areas for improvement in its own work, and translate the learning outcomes into effective measures to enhance its own supervision capabilities. At the same time, it will continuously follow up on the rectification progress of issues identified during this inspection, urge all participating parties to complete rectification within the specified time limits and submit closure documentation, ensuring that issues are properly rectified and effectively guaranteeing that the quality of the nuclear conventional island project remains under control.
