Fangchenggang Nuclear Power Holds Special Symposium on Nuclear Safety Management

Recently, Gao Zhigang, Secretary of the Party Committee and Chairman of Fangchenggang Nuclear Power, presided over a special symposium centered on the theme of "firmly holding the nuclear safety 'rice bowl' in our own hands," engaging in exchanges with departments including Operations Division I, Operations Division II, Nuclear Safety and Licensing Department, and Training Department, while also delivering relay training in accordance with the requirements of CGN's 2026 "Red Egret - Party Committee Member Plan" training program.

At the symposium, department representatives shared work insights and best practices based on their job responsibilities and frontline work realities, focusing on role positioning, capability enhancement, value creation, and cognitive upgrading, while also offering suggestions and recommendations on production safety management, risk prevention and control, and on-site execution.

After carefully listening to the presentations, Gao Zhigang noted that all departments demonstrated a pragmatic and responsible work attitude by confronting issues directly and seeking truth from facts. He analyzed the work highlights and weak links of the relevant departments against the four criteria of "what to do, how to do it, how well it is done, and who evaluates it," and identified clear directions for future improvement.

The meeting pointed out that nuclear safety is the foundation and lifeline of nuclear power enterprise development. All cadres and employees of Fangchenggang Nuclear Power must firmly establish a sense of responsibility for nuclear safety, continuously strengthen bottom-line thinking, and remain constantly vigilant on nuclear safety, ensuring that all safety requirements are implemented at every post, on every site, and throughout the entire process.

To drive effective implementation of work, Gao Zhigang reviewed current production safety management using a five-tier management model covering decision-making, commitment, execution, interface, and feedback, with a focus on analyzing shortcomings in the implementation of rectification measures at the grassroots level, interface coordination, and closed-loop management. He required managers at all levels to focus on collaborative coordination, closed-loop implementation, and review-based improvement, employing refined management tools such as precision inspections, data analysis, risk profiling, and root-cause tracing to comprehensively identify and rectify safety hazards, prevent various operational risks, and continuously consolidate the company's nuclear safety management foundation.

In the special relay training session, Gao Zhigang emphasized that holding the nuclear safety bottom line hinges on the workforce and, above all, on implementation. Managers at all levels must adhere to a people-oriented approach, adopt more scientific and effective management methods, mobilize the initiative of all personnel in production safety, and drive the transformation of safety awareness from "safety required of me" to "safety I pursue."

The meeting required all departments to strengthen systematic thinking, improve closed-loop management mechanisms, and regularly conduct drills, cross-domain coordination, and review summaries to continuously enhance professional analytical judgment and risk control capabilities. Personnel in key positions such as operations and licensing must fulfill their job responsibilities and ensure the long-term safe and stable operation of units through technological innovation, process optimization, and management improvement.

The meeting also proposed establishing a routine review and improvement mechanism for nuclear safety work, conducting dynamic self-assessments and "look-back" reviews centered on "how to firmly hold the nuclear safety 'rice bowl' in our own hands." All departments should listen more to frontline voices, identify problems and address shortcomings through routine discussions, and drive continuous improvement of the company's nuclear safety governance capabilities through long-term management.
