Guangxi Nuclear Power Holds the 2026 Third-Quarter Nuclear Safety Culture Promotion Studio Joint Exchange Activity

The activity was chaired by Zheng Tao, head of the on-site supervision group for the Bailong Nuclear Power Project of the South China Supervision Station. Chen Rongda, director of the Third Nuclear Facility Supervision Division of the South China Supervision Station, Li Qiang, general manager of Guangxi Nuclear Power, and Hou Yousheng, general manager of Fangchenggang Nuclear Power attended the activity, along with representatives from all participating construction units. All parties gathered together to conduct thematic discussions and experience exchanges on the cultivation and implementation of nuclear safety culture and key and difficult work in nuclear power engineering construction.
At the beginning of the activity, participants collectively studied the relevant characteristic requirements of nuclear safety culture, analyzed safety and quality risks in conjunction with warning cases, and promoted the deep integration of the concepts of questioning and reporting and experience feedback into the entire process of engineering construction. During the thematic sharing session, the Engineering Division of the company gave a thematic experience sharing on the concrete design and construction of safety-related structures for Units 1 and 2 of the Bailong Nuclear Power Project, and the Engineering Management Department of Fangchenggang Nuclear Power shared experience on the control of carbon steel contamination of stainless steel finished products for Phase III of Fangchenggang Nuclear Power and on-site design representative service support measures.
During the interactive discussion session, representatives from regulatory authorities, owners, supervision units, general contracting units, and all participating construction units conducted in-depth discussions on key and difficult issues based on actual on-site construction conditions, exchanged advanced control concepts, refined risk prevention and control measures, and effectively promoted the transformation of nuclear safety culture concepts into standardized control behaviors at the construction site.
The meeting pointed out
It is necessary to fully leverage the project's resource advantages, carry out normalized cross-project and cross-field experience sharing and communication, solidly and meticulously carry out all construction management work, continuously cultivate a sound nuclear safety culture atmosphere, always adhere to the bottom-line thinking that “nuclear safety is above all else,” effectively transform the results of this joint exchange activity into frontline construction effectiveness, strictly control project quality, and consolidate safety and quality responsibilities at all levels.
Chen Rongda fully affirmed the effectiveness of this joint activity and required that the platform and bridging role of the Nuclear Safety Culture Promotion Studio continue to be brought into play, that all parties deepen the co-construction and sharing of management systems, comprehensively practice the core connotations of nuclear safety culture, firmly establish the concept of nuclear safety first, promote the deep rooting of nuclear safety culture in the frontline of engineering, and carry the work style of “strictness, prudence, meticulousness, and practicality” through the entire chain of engineering construction, so as to effectively prevent and resolve quality and safety risks in engineering construction.
Next, the company will take the Nuclear Safety Culture Promotion Studio as an important joint construction carrier, continue to build a normalized communication bridge among regulatory authorities, owners, and participating construction units, deepen cross-project technical joint research and experience exchange, continuously cultivate the foundation of nuclear safety culture, gather joint forces for multi-party coordinated control, and fully safeguard the safe, high-quality, and efficient construction of nuclear power projects.
