SPIC Signs Strategic Cooperation Agreement with Shandong Provincial Government
On August 7, SPIC and the Shandong Provincial Government signed a strategic cooperation agreement in Jinan. Prior to the signing, Liu Mingsheng, Secretary of the Party Leadership Group and Chairman of SPIC, held working talks with Lin Wu, Secretary of the Shandong Provincial Party Committee and Chairman of the Standing Committee of the Provincial People's Congress. Zhou Naixiang, Deputy Secretary of the Shandong Provincial Party Committee and Governor of the Province, together with Liu Mingsheng, witnessed the signing of the strategic cooperation agreement. Zhang Haibo, Member of the Standing Committee of the Shandong Provincial Party Committee and Executive Vice Governor, Shan Yi, Member of the Standing Committee and Secretary-General of the Provincial Party Committee, and Lu Hongzao and Chen Haibin, Members of the Party Leadership Group and Vice Presidents of SPIC, attended the events.

Lin Wu, on behalf of the Shandong Provincial Party Committee and the Provincial Government, expressed gratitude to SPIC for its long-term strong support for Shandong's development and introduced the province's economic and social development. Liu Mingsheng thanked the Shandong Provincial Party Committee and the Provincial Government for their long-standing care, support, and assistance to SPIC, and presented the overall situation of SPIC, its industrial layout in Shandong, and its development strategy for the "15th Five-Year Plan" period. The two sides exchanged views on accelerating the development of the nuclear energy industry, exploring pathways for direct nuclear power supply to computing infrastructure, optimizing the layout of offshore wind power, and advancing the development of the new energy equipment industry. In the future, building on their sound cooperation, both sides will continue to deepen practical collaboration, accelerate the planning and construction of major projects, attract more high-quality resources to Shandong, and advance their cooperation toward broader scope and deeper levels.

Witnessed by Zhou Naixiang and Liu Mingsheng, Zhang Haibo and Chen Haibin signed the strategic cooperation agreement on behalf of both parties. Under the agreement, the two sides will intensify cooperation in the development of nuclear energy on the Jiaodong Peninsula, the construction of onshore and offshore wind and solar power bases, and energy technology innovation, jointly promoting the green and low-carbon energy transition and high-quality economic and social development of Shandong Province.
On the same day, Liu Mingsheng visited the Shandong Company for research and discussions, inspecting the Production and Operation Center and the Power Trading Center on site, learning about the company's operations, and affirming its development achievements since establishment. He emphasized that the Shandong Company should be rooted in Shandong, actively develop offshore wind power and other new energy sources, and achieve high-quality development during the "15th Five-Year Plan" period. He called for taking multiple measures and making every effort to accomplish the annual production and operation targets. He stressed the need to adhere to a problem-oriented approach, focus on issues identified through inspections and safety checks, accelerate rectification and improvement, and ensure safe and stable production. He also underscored the importance of strengthening Party building and integrity governance to lead and safeguard high-quality development.
Heads of relevant departments and units of Shandong Province; Chen Yan, Deputy Chief Economist of SPIC and Director of the Strategic Development Department; and heads of the General Office, SPIC Nuclear Power, Engineering Company (Shandong Branch), and Shandong Company attended the relevant activities.
