Shidaowan High-Temperature Gas-Cooled Reactor Demonstration Project Launches Mobilization and Deployment for Second Major Overhaul

On September 9, Shidaowan Nuclear Power Company held a mobilization meeting for the second major overhaul of the High-Temperature Gas-Cooled Reactor Demonstration Project, deploying the overall arrangements and control requirements for the HS-OT002 overhaul. Zhang Yanxu, Chairman and Party Committee Secretary of Shidaowan Nuclear Power Company, delivered a mobilization speech. Chang Chongxi, Overhaul Commander-in-Chief, General Manager, and Deputy Party Committee Secretary, presided over the meeting. Members of the leadership team attended the meeting.

Zhang Yanxu stated that the High-Temperature Gas-Cooled Reactor Demonstration Project is a landmark project of China's independent innovation in fourth-generation nuclear power, and its safe and stable operation has drawn attention from relevant departments, the nuclear power industry, and employees of Shidaowan Nuclear Power Company. The demonstration project has operated safely and stably for 473 consecutive days, during which multiple technical challenges such as the main steam isolation valve and safety valves were overcome, and the unit's operation record has been continuously renewed.

He pointed out that through the first major overhaul and long-term operation accumulation, Shidaowan Nuclear Power Company's operation and maintenance technical system has been continuously improved, the team's practical capabilities have been steadily enhanced, and the cross-unit coordination mechanism has become increasingly mature, laying the foundation for this second major overhaul, which is larger in scale and involves more technical modification projects.

Regarding this major overhaul, Zhang Yanxu put forward three requirements: First, unify thinking and focus work on the major overhaul. All production departments should hold their ground in the main battlefield of operations, and all management departments should follow up simultaneously, strengthening publicity and logistical support to ensure the smooth progress of the overhaul. Second, strengthen overall coordination and serve the overall development of the Shidaowan Nuclear Power Base. The HS-OT002 overhaul is not only a test of the maturity of HTGR operation and maintenance, but also relates to the commissioning pace of the subsequent pressurized water reactor expansion project. Shidaowan Nuclear Power Company will use the overhaul as a platform to train key personnel in commissioning, operation, and maintenance, and optimize the base's manpower allocation. Third, strengthen internal and external coordination, organize and coordinate participating units, and provide service support to ensure that participating personnel focus on the overhaul frontline.

In his concluding speech, Chang Chongxi required that all units and departments promptly communicate the meeting requirements to every team and every participating person, promoting the unification of all staff's thinking and actions with the overhaul deployment. Managers at all levels should command from the front and go deep into the site, closely tracking the critical path and major special projects. All participating personnel should strictly observe the safety and quality red lines, strictly execute procedures and programs, eliminate violations and non-compliant operations, obey the unified dispatch of the command headquarters, strengthen coordination and cooperation, and complete all tasks of the HS-OT002 overhaul to a high standard.

During the meeting, Shidaowan Nuclear Power Company organized foreign material prevention warning education, and reported on the overall situation, target indicators, and management requirements of the overhaul. Relevant departments and cooperating units made statements of commitment. Flag-awarding ceremonies for overhaul assault teams and signing of overhaul performance responsibility agreements were held on site. More than 120 people attended the meeting, including members of the overhaul command headquarters, personnel at the safety and quality supervision level, execution level, and support and guarantee level of the overhaul, as well as heads of cooperating units.
