Mobilization Meeting for High-Quality Fuel Loading of Haiyang Nuclear Power Unit 3 Convened

On September 1, Shandong Nuclear Power organized a themed joint Party building learning session and the mobilization meeting for high-quality fuel loading of Haiyang Nuclear Power Unit 3. Centering on the goal of high-quality fuel loading for Unit 3, the meeting further unified understanding, clarified responsibilities, and promoted the safe, orderly, and high-quality implementation of fuel loading preparations, laying the foundation for the subsequent commissioning of the Phase II project of Haiyang Nuclear Power.

The meeting conducted a themed joint Party building learning session. The Haiyang Project Department of Shanghai Nuclear Engineering Research and Design Institute (SNERDI), the Commissioning Center of SNERDI, China Nuclear Industry Fifth Construction Co., Ltd., and Jiangsu Electric Power Construction No. 3 Engineering Company respectively reported on the fuel loading preparation status of Unit 3. Participants discussed topics including Party building leading project breakthroughs and ensuring high-quality fuel loading of Unit 3.

The meeting also commended the advanced collectives, advanced individuals, outstanding Party member vanguard teams, and youth commando teams from the special labor competition for the hot functional test of Unit 3, and released the plan for the Party and Youth League breakthrough campaign and special labor competition for Unit 3 fuel loading. Around the fuel loading task, 14 Party member vanguard teams and 4 youth commando teams were established on site. Shandong Nuclear Power signed the high-quality fuel loading initiative for Unit 3 with 8 participating construction units.

The meeting pointed out that the first fuel loading of Unit 3 is a key milestone in the construction of the Haiyang Nuclear Power project, marking the transition of the unit from the construction stage to the commissioning preparation stage. All participating construction units should leverage joint Party building and co-construction as a starting point, deepen the "Nuclear Power 365" brand building, give full play to the collaborative role of the project team, and enhance the capability to overcome difficulties and solve complex problems.

The meeting required that the entire fuel loading process implement the "Four Most" requirements for nuclear power, strictly follow the General Guide for Nuclear Safety Culture Development, uphold the concept that "quality during construction is nuclear safety during operation," and extend a transparent, candid, and proactive reporting nuclear safety culture to the grassroots frontline. All units should focus on the "Six Joint Efforts" mechanism of joint theoretical learning, joint integrity building, joint skills training, joint problem solving, joint typical publicity, and joint well-being sharing to promote deep integration of Party building work with project construction.

The meeting emphasized that all conditions before fuel loading of Unit 3 must be implemented to the highest standards, strictly in accordance with regulatory requirements, with proper preparation of civil works and installation punch-list items, commissioning tests, system and building handover, and nuclear cleaning operations, while improving the experience feedback and system operation mechanisms, and making proper preparations for regulatory communication, reporting, and inspection reception. All participating parties should consolidate responsibilities, strictly uphold bottom lines, and promote high-quality fuel loading of Unit 3 with a rigorous work style, providing support for the high-quality commissioning of the Phase II project and subsequent project construction.

Members of the leadership team of Shandong Nuclear Power, members of the Chief Engineer's Office, Party and government heads of relevant departments, heads of the Youth League Committee, as well as Party and government heads of project departments of participating construction units of Haiyang Nuclear Power and representatives of commended personnel attended the meeting.
