Shandong Proposes Nuclear Power Equipment Industry Revenue to Exceed 10 Billion Yuan by 2028
The Shandong Provincial Department of Industry and Information Technology, the Office of the Financial Committee of the CPC Shandong Provincial Committee, the Shandong Provincial Development and Reform Commission, and five other departments recently jointly issued the "Implementation Plan for High-Quality Development of Shandong Province's New Energy Equipment Industry (2026—2028)." The document is dated September 3, 2026.
The Plan proposes that by 2028, Shandong Province's new energy equipment industry revenue should exceed 470 billion yuan. In terms of nuclear power equipment, Shandong Province will seize the opportunity of Jiaodong Peninsula nuclear power base construction, use project development to drive industrial upgrading, and strengthen key supporting equipment such as main pipelines, steel containment vessels, and instrumentation and control equipment.
According to the Plan, Shandong Province will support more units and products in entering the qualified supply lists for upstream and downstream of third-generation and fourth-generation advanced nuclear energy industrial chains, and encourage the incubation of advanced nuclear energy technology and equipment research achievements in Shandong Province; at the same time, support relevant market entities in participating in research and development of cutting-edge controllable nuclear fusion technologies, and seize future opportunities for nuclear energy equipment development.
In terms of industrial layout, Shandong Province will focus on cultivating distinctive nuclear power equipment industrial clusters in Yantai, Weihai, Jinan, and other cities. By 2028, the number of market entities in Shandong Province that have obtained civil nuclear safety equipment design and manufacturing qualifications shall strive to reach more than 15, the nuclear power equipment industry revenue scale shall exceed 10 billion yuan, and the average annual growth rate shall reach more than 15%.
The Plan also proposes to strengthen national and provincial innovation platforms such as the National Nuclear Power Nuclear Island Equipment Industry Metrology and Testing Center, and promote breakthroughs in key core technologies and large-scale application of core components and key materials. In terms of cultivating market entities, Shandong Province will focus on key links in advanced nuclear power technology and equipment, introduce and cultivate a batch of high-quality projects, and support qualified units in striving for nuclear safety equipment design, manufacturing, installation, or nondestructive testing licenses.
In terms of opening-up and cooperation, Shandong Province will use multilateral and bilateral cooperation mechanisms such as RCEP, the “Belt and Road”, and BRICS to support relevant units in carrying out external cooperation and drive nuclear power equipment and other products, technologies, and standards to “go global.” In addition, the Plan proposes to combine embodied intelligence and other technologies to advance research and development of collaborative robots and humanoid robots for terminal scenarios such as strong radiation fields and high temperatures, and enhance autonomous operation capabilities in complex environments.

Implementation Plan for High-Quality Development of Shandong Province's New Energy Equipment Industry (2026-2028)
In order to conscientiously implement the decisions and arrangements of the Provincial Party Committee and the Provincial People's Government, deeply promote the high-quality development of Shandong Province's new energy equipment industry, and accelerate the construction of an important new energy equipment industry base in northern China, this plan is specially formulated in light of the province's actual conditions as follows.
I. Development Goals
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, conscientiously implement the spirit of the 20th National Congress of the Communist Party of China and all its plenary sessions, firmly shoulder the political responsibility of a major industrial province to “take the lead and shoulder the burden,” anchor on the key task of realizing new industrialization, highlight the theme of high-quality development, accelerate the construction of a new energy equipment industry development pattern featuring optimized structure, leading technology, and complete chains, and accelerate becoming an important guarantee for promoting the province's energy structure transformation and green, low-carbon, high-quality development.
Strive to achieve new breakthroughs in the development of the province's new energy equipment industry by 2028. In key fields such as wind power equipment, nuclear power equipment, photovoltaics, lithium batteries, hydrogen fuel cells, and power transmission and transformation equipment, conquer a batch of major technologies and products, significantly enhance high-end equipment manufacturing capabilities, continuously improve industrial chain supporting capabilities, constantly enhance market entity competitiveness, and present a good situation of clustered development. Make forward-looking arrangements for controllable nuclear fusion and other cutting-edge energy technology equipment to accumulate new momentum for future industrial development. Industrial revenue shall exceed 470 billion yuan, cultivate more than 6 enterprises with output value exceeding 10 billion yuan, more than 100 specialized, refined, distinctive, and innovative “little giant” enterprises, and more than 1,000 provincial-level specialized, refined, distinctive, and innovative enterprises.
II. Key Fields and Main Tasks
(1) Wind power equipment. Accelerate development toward deep-sea intelligence, large-scale, and high efficiency, focus on tackling core equipment for floating offshore wind power, and accelerate research, development, and manufacturing of key equipment such as high-performance long-life blades, ultra-high hybrid tower towers, and highly reliable low-cost floating foundations. With Yantai, Weihai, Dongying, Qingdao, and other cities as core areas for offshore wind power equipment industry, and Jinan, Weifang, Rizhao, Dezhou, Binzhou, and other cities as core areas for onshore wind power equipment industry and wind power distinctive components, collaboratively build differentiated and complementary wind power equipment industrial clusters. Focus on building about 5 wind power equipment industrial parks each with output value of 10 billion yuan, strive for the province's wind power equipment industry revenue to exceed 60 billion yuan by 2028, with an average annual growth rate of more than 10% and an industrial chain supporting rate of more than 80%. (2) Nuclear power equipment. Seize the opportunity of Jiaodong Peninsula nuclear power base construction, use project development to drive industrial upgrading, and strengthen key supporting equipment such as main pipelines, steel containment vessels, and instrumentation and control equipment. Support more enterprises and products in entering the qualified supply lists for upstream and downstream of third-generation and fourth-generation advanced nuclear energy industrial chains, and encourage the incubation of advanced nuclear energy technology and equipment research achievements in our province. Support enterprises in participating in research and development of cutting-edge controllable nuclear fusion technologies, and seize future opportunities for nuclear energy equipment development. (3) Photovoltaics. Relying on the construction of large-scale bases such as the Lubei wind-solar-storage-transmission integration base, focus on two fields: new structures such as heterojunction cells (HJT), tunnel oxide passivated contact solar cells (TOPCon), and back contact cells (XBC), and new materials such as perovskite, copper indium gallium selenide, and cadmium telluride, to accelerate innovative breakthroughs in the new generation of photovoltaic manufacturing industry. Support efficient and low-cost crystalline silicon cell production, promote research and development of flexible thin-film cells, perovskite and tandem cells, expand integrated applications of smart photovoltaics in green industry, green buildings, rural revitalization, and other fields, and enhance large-scale mass production capacity. Strive by 2028 for the province's photovoltaic industry capacity utilization rate to reach more than 70%. (4) Lithium batteries. Guided by high energy density, high safety, and ultra-long life, improve production capacity across the entire industrial chain, including key materials, battery manufacturing, system integration, and recycling. Consolidate advantages in materials such as electrolyte solvents, separators, graphite, and needle coke, expand cell and battery pack production lines in an orderly manner in accordance with regulations, strengthen upstream and downstream collaborative supporting in the industrial chain, enhance the degree of clustering across the entire industrial chain, build a high-end, green, and safe lithium battery industry ecosystem, and promote large-scale application of lithium batteries in diversified scenarios such as new energy storage, electric heavy trucks, and electric ships, with an industrial chain supporting rate of more than 50%. Strive by 2028 for the province's lithium battery industry to achieve revenue of about 150 billion yuan, with an average annual growth rate of about 10%. (5) Hydrogen fuel cells. Focus on four major directions: core equipment manufacturing, low-cost production, efficient storage and transportation, and multi-scenario demonstration. Consolidate advantages in proton exchange membranes, compressors, and megawatt-level water electrolysis hydrogen production systems, and strengthen technical equipment research across the entire “production, storage, transportation, and use” chain. Fully leverage the supporting role of the National Fuel Cell Technology Innovation Center and others, comprehensively enhance the development level of the hydrogen fuel cell industry, and build a hydrogen energy equipment research, development, and manufacturing highland featuring leading technology, full-chain collaboration, and economic efficiency. (6) Power transmission and transformation equipment. Accelerate the development of key equipment such as highly reliable, large-capacity, low-loss DC converter transformers, ultra-high-voltage DC control and protection systems, and AC switches with ultra-large breaking capacity. Around power transmission scenarios such as inter-provincial long-distance transmission, offshore wind power, and green low-carbon industrial parks, customize ultra-high-voltage AC and DC transmission solutions. Continuously improve the resilience of the industrial chain, strengthen supporting capacity for main components, elements, and raw materials such as sensors, silicon steel sheets, and windings, and build a domestically leading, digitally and intelligently efficient, collaboratively clustered full-industrial-chain power transmission and transformation equipment manufacturing system. Strive by 2028 for the province's power transmission and transformation equipment industry to achieve revenue of about 220 billion yuan, with an average annual growth rate of about 5%. III. Work Measures
(1) Enhance innovation capacity and consolidate the industrial foundation
1. Strengthen key technology research. Strengthen national and provincial innovation platforms such as the National Key Laboratory of Solar Photoelectric Conversion and Utilization and the National Nuclear Power Nuclear Island Equipment Industry Metrology and Testing Center, focus on “bottleneck” technologies and major technical equipment such as offshore wind power main bearings and main control systems, strengthen technical research, strive to achieve a batch of key core technology breakthroughs, and promote large-scale application of core components and key materials. Increase support policies for first purchase and first use, and strive to cultivate and promote more than 100 provincial-level first-set technical equipment. 3. Introduce and cultivate backbone enterprises. Focus on key links in offshore wind power high-power gearboxes, efficient photovoltaic systems, and advanced nuclear power technology equipment, and precisely introduce and cultivate a batch of high-quality projects. Support qualified enterprises in actively striving for nuclear safety equipment design, manufacturing, installation, or nondestructive testing licenses. Encourage chain-leading enterprises to bring small and medium-sized enterprises into the industrial chain supply chain through production collaboration, opening procurement channels, and other means, and enhance industrial chain collaborative supporting capacity. Relying on provincial-level advanced manufacturing clusters such as the Weifang new energy storage equipment cluster, provincial-level strategic emerging industrial clusters such as the Yantai nuclear power equipment cluster, and distinctive industrial clusters such as the Rushan wind power equipment cluster, promote mutual product supply and collaborative innovation among clusters, gather development synergy, and enhance the overall competitiveness of clusters. 5. Deepen the domestic application market. Around key new energy project construction and diversified new energy application scenarios, jointly with development and application enterprises, regularly hold distinctive activities such as industrial chain integration and consolidation, industry-university-research-finance collaborative innovation, and new technology and new product promotion, smooth supply-demand docking channels across the upstream, midstream, and downstream of the industrial chain, accelerate industrialization promotion, and drive industrial quality improvement and volume expansion. 6. Broaden space for external cooperation. Focus on precise investment promotion for weak links in the industrial chain, and actively introduce a batch of high-quality industrial projects with outstanding driving capacity. Dynamically establish lists of key projects with new output value exceeding 100 million yuan within the year and projects in the technological transformation guidance catalog, implement dynamic tracking, and strengthen full-cycle precise services for projects. 8. Deepen financial empowerment and assistance. IV. Safeguard Measures
Strengthen overall coordination, fully leverage the role of the “chain leader system” for landmark industrial chains, with the Provincial Department of Industry and Information Technology taking the lead and all departments cooperating to ensure implementation of work. Increase policy support, integrate and utilize existing policy channels, and focus on supporting fields such as new material application, technology research, and intelligent transformation. Strengthen operation monitoring, focus on key regions and key enterprises, strengthen monitoring and scheduling, and establish ledgers and promptly resolve issues discovered in monitoring such as raw material price fluctuations and order declines, ensuring high-quality industry development. Strengthen publicity and promotion, rely on mainstream media and industry media resources, publicize typical cases of intelligent upgrading and green transformation in the province's new energy equipment industry, and actively create a favorable atmosphere for industrial development.
