U.S. Department of Energy Commits $4.2 Billion Loan to Support Vistra Nuclear Plant Expansion and Upgrade
On October 5, 2026, the Office of Energy Dominance Financing of the U.S. Department of Energy (DOE) announced a commitment to provide a conditional loan of up to $4.2 billion to fund the expansion and modernization of nuclear power plants owned by Vistra Corp. in Pennsylvania and Ohio.

It is understood that this investment aims to implement U.S. President Donald · Trump's executive order on "revitalizing the nuclear industrial base." U.S. Secretary of Energy Chris · Wright (Chris Wright) stated that by increasing the power generation of existing nuclear power plants, affordable, reliable, and around-the-clock electricity can be provided to American households and businesses.
The project also includes a conditional commitment from Électricité de France (EDF) to provide a loan option to finance potential additional capacity at Vistra's Comanche Peak Nuclear Power Plant in Texas. The plan will maintain approximately 4 gigawatts of reliable baseload nuclear capacity, enough to supply more than 3 million households, and add 433 megawatts of nuclear capacity. The related investment is expected to support approximately 3,000 engineering, construction, and planned outage maintenance jobs, while retaining thousands of permanent high-paying positions. Vistra plans to upgrade the Beaver Valley Nuclear Power Station in Pennsylvania, the Davis-Besse Nuclear Power Station in Ohio, and the Perry Nuclear Power Plant in Ohio, and to support these units in operating for an additional 20 years after their existing licenses expire.
It is reported that if the loan is ultimately finalized, it will strengthen baseload power security for the PJM grid against the backdrop of rapid growth in electricity demand from artificial intelligence and data centers, and provide a new financing paradigm for life extension and capacity expansion of existing U.S. nuclear power plants.
