Dong Baotong, Vice Minister of Ecology and Environment and Director of the National Nuclear Safety Administration, Led a Delegation to Attend the China-Russia Joint Coordination Meeting on Nuclear Safety

On July 27, at the invitation of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia, Dong Baotong, Vice Minister of Ecology and Environment and Director of the National Nuclear Safety Administration, led a delegation to attend the China-Russia Joint Coordination Meeting on Nuclear Safety.

During the meeting, the National Nuclear Safety Administration introduced China's latest progress in always placing nuclear safety at the highest priority, strengthening the building of nuclear safety regulatory forces, improving regulatory functions in key areas, and promoting the adaptation of regulatory capacity to the development of the nuclear industry, under the scientific guidance of Xi Jinping's Thought on Ecological Civilization and the holistic approach to national security; shared China's in-depth participation in global nuclear safety governance, as well as the Integrated Regulatory Review Service of the International Atomic Energy Agency. The Russian side appreciated the achievements in nuclear safety cooperation under the China-Russia comprehensive strategic partnership of coordination for a new era, and suggested that both sides continue to deepen practical cooperation in advanced reactor fields such as VVER-type nuclear power units and small modular reactors.

Participants exchanged views based on feedback examples from supervision experience of VVER-type nuclear power units, covering areas such as regulation of units under construction and in operation, important design optimizations, and oversight; and conducted in-depth discussions on topics including the regulatory framework for floating reactors, licensing review, on-site supervision, and emergency preparedness.

The China-Russia Joint Coordination Meeting on Nuclear Safety is an annual institutional meeting between the nuclear safety regulatory authorities of the two countries. In recent years, both sides have continuously improved cooperation mechanisms, strengthened policy dialogue, experience sharing, and technical exchanges, jointly enhancing nuclear safety regulatory levels and achieving a series of practical outcomes.
