Pre-Startup Review (PSUR) for Sanmen Nuclear Power Plant Unit 3 Completed

From July 15 to 30, the Pre-Startup Review (PSUR) for Sanmen Nuclear Power Plant Unit 3 was conducted at the Sanmen nuclear power plant site. The review was organized by the Shanghai Office of the World Association of Nuclear Operators (WANO), and the review team consisted of 21 experts from the WANO Shanghai Office, WANO Tokyo Center, and Korea Hydro & Nuclear Power Co., Ltd. Leaders of Sanmen Nuclear Power Company and personnel from relevant fields participated in this activity.

The review aimed to systematically and comprehensively evaluate the readiness of Unit 3 prior to startup, identify areas for improvement, analyze causes, and propose improvement recommendations. Through site inspections, work observations, document package reviews, and personnel interviews, the WANO review team conducted a comprehensive and detailed assessment of nine areas for Sanmen Nuclear Power Plant Unit 3, including organization and management, operations, maintenance, technical support, training, emergency preparedness, radiation protection, industrial safety, and fire protection, as well as SOER (Significant Operating Event Report) related items. The review concluded that the pre-fuel-loading preparation work for Sanmen Nuclear Power Plant Unit 3 had clear objectives and was well organized, with production departments deeply involved in commissioning, which effectively trained the workforce and validated procedures, laying a solid foundation for the safe operation of the unit. The "commissioning for production" model promoted by management strongly facilitated the mindset shift of key position personnel from construction and installation to a nuclear-safety-first operational approach, demonstrating strong leadership.

At the exit meeting, Li Tao, General Manager and Deputy Party Secretary of Sanmen Nuclear Power Company, expressed gratitude to the review team and stated that the company would take this review as an opportunity to implement the review findings into every aspect of its work, making every effort to ensure the unit is brought into operation safely and with high quality, and striving to build Sanmen Nuclear Power Plant into a demonstration base for the safe and efficient operation of Generation III nuclear power.
