Indian Parliamentary Committee Emphasizes Urgency of Accelerating Uranium Mining Projects

On August 7, 2026, the Indian Parliamentary Committee on Public Undertakings noted in its report on nuclear power expansion progress that India's uranium mining project expansion needs to be accelerated. DAE has committed UCIL to doubling production by 2036 through enhancing existing capacity and new projects in Jharkhand, Rajasthan, and Chhattisgarh, but the committee considers this timeline too late——NPCIL's installed capacity will surge significantly over the next decade, and delays in mining clusters would prolong the strategic vulnerability period of imported fuel. Currently, PHWR units of approximately 25 GWe require about 5,400 tonnes of U3O8 annually, with UCIL able to meet only about 30% of that demand; accelerated domestic production and diversified supply are needed to reduce import dependence.

The committee supports UCIL forming a joint venture with NTPC to acquire equity stakes in overseas uranium assets, aiming to stabilize long-term fuel costs and hedge against market volatility; it also focuses on potential long-term agreements with Uzbekistan after 2026, as well as building strategic inventories based on refueling cycles. India currently imports uranium from Kazakhstan, Russia, Uzbekistan, and Canada, with the long-term agreement with Uzbekistan expiring in 2026; in July, India and Australia just signed an administrative arrangement to resume Australian uranium exports for peaceful uses. NPCIL still relies significantly on imported uranium, and domestic uranium production capacity is directly tied to the expansion of the country's nuclear fleet, though this segment falls outside NPCIL's direct jurisdiction.

The committee calls for regulatory and legislative adjustments to remove obstacles to uranium project advancement, while also recommending that NPCIL develop a time-bound internationalization strategy: accelerating the commercialization of domestic light water reactors and modular reactors, benchmarking against global demand, deepening partnerships with international nuclear enterprises, and joining global supply chains. NPCIL responded that it "acknowledges the committee's recommendations and will make appropriate efforts to implement them." India currently operates 24 units totaling approximately 7,900 MW, with 17 units of 13,100 MW under construction or in the preparatory phase, targeting 100 GW of nuclear power by 2047.
