Vietnam's National Assembly Reviews Agreements Related to the Ninh Thuan Nuclear Power Plant Project

On August 13, the Vietnamese National Assembly discussed at its session the proposal for ratifying agreements related to the Ninh Thuan nuclear power plant project. This topic is one of the key items on the agenda of the first extraordinary session, involving the procedures for ratifying international agreements required for the advancement of the nuclear power project, and also reflecting the continued progress of Vietnam's policy arrangements in energy security and large-scale infrastructure development.

On the same day, the National Assembly also discussed draft amendments and supplements to certain provisions of the Law on Radio Frequencies, the Law on Telecommunications, the Law on Electronic Transactions, and the Law on Technology Transfer. Vu Hai Quan, member of the Central Committee of the Communist Party of Vietnam and Minister of Science and Technology, stated that the draft law does not alter the scope and subjects of application of the four existing laws, but focuses on resolving obstacles arising during implementation and improving the efficiency of institutional operations.

The draft law comprises five articles, focusing on three main areas: reducing and simplifying administrative procedures and business investment conditions, promoting the delegation of authority, and improving regulations related to frequency resources, telecommunications infrastructure, internet resources, and trusted services. Vu Hai Quan emphasized that the relevant amendments aim to continue advancing administrative procedure reform, relax business conditions, and enhance state management effectiveness, thereby perfecting the legal framework for the development of science, technology, innovation, and digital transformation.

Regarding the proposal for ratifying agreements related to the Ninh Thuan nuclear power plant project, the National Assembly also held a dedicated session for discussion on the same day. The Minister of Industry and Trade provided explanations and clarifications on several questions raised by National Assembly deputies, in order to provide a more adequate information basis for the subsequent review and ratification procedures.

Earlier, on August 11, the National Assembly had heard a report delivered by the Vice President on behalf of the President, concerning the proposal for ratifying agreements related to the Ninh Thuan nuclear power plant project. The continued discussion on this occasion indicates that the legal and agreement arrangements for the project are entering a critical stage of review at the National Assembly level.
