Liaoning Zhuanghe Nuclear Power Phase I Project Approved, Zhuanghe Goes All Out to Accelerate Project Implementation

Recently, the State Council held an executive meeting and decided to approve the Liaoning Zhuanghe Nuclear Power Phase I Project. Located in Lizifang Town, Zhuanghe City, Liaoning Province, the Liaoning Zhuanghe Nuclear Power Project is the first nuclear power project in Northeast China to adopt China's self-developed third-generation nuclear power technology, the "Hualong One," injecting core momentum into the high-quality development of regional clean energy.

The overall plan for the Liaoning Zhuanghe Nuclear Power Project includes the construction of six million-kilowatt-class "Hualong One" third-generation pressurized water reactor nuclear power units, with unified planning and construction in three phases. The Phase I project approved this time will build two new nuclear power units with a total installed capacity of 2.5 million kilowatts.

Upon completion and commissioning, the project will deliver outstanding comprehensive benefits and strong driving effects. In terms of clean energy supply security, it can stably provide 17 billion kilowatt-hours of clean electricity annually, significantly enhancing the clean power supply capacity of Northeast China and optimizing the regional power structure. In terms of green and low-carbon development, it can reduce the burning of 6.04 million tons of standard coal and cut carbon dioxide emissions by 17.85 million tons annually, providing important support for Liaoning Province and Dalian City to achieve the "dual carbon" goals as scheduled and advance ecological civilization construction. In terms of economic stimulus, the construction and operation of the project will strongly drive the coordinated development of upstream and downstream industrial chains such as high-end equipment manufacturing and special materials across the province, accelerate Liaoning's energy structure adjustment and industrial transformation and upgrading, and inject hard-core momentum into regional industrial revitalization.

To fully support and ensure the implementation of the project, recently, the leadership team and relevant department heads of the Dalian Zhuanghe Ecological Environment Sub-Bureau (hereinafter referred to as the Zhuanghe Sub-Bureau) visited CNNC Datang Zhuanghe Nuclear Power Co., Ltd. for discussion and exchange, carefully listening to the enterprise's demands, precisely ensuring factor support, and wholeheartedly assisting in accelerating the project's construction and efficiency.

At the symposium, after hearing the enterprise's introduction on the overall progress of the Zhuanghe Nuclear Power Project and subsequent work arrangements, the Zhuanghe Sub-Bureau and the enterprise conducted in-depth discussions on key matters requiring coordination and support, including the latest environmental policy requirements, the application of local ecological environment regulations, and the environmental impact assessment (EIA) approval for supporting sub-projects, further clarifying the direction of next steps.

Building consensus and working in unison. Both parties should thoroughly implement the holistic approach to national security, unify ideological understanding, consolidate work synergy, and safeguard regional high-quality economic and social development with high-level ecological environment protection.

Close coordination and strengthened linkage. Both parties will respectively form dedicated work teams, assign designated personnel for liaison, and close the loop on all ecological environment-related service and support work involved in project construction. For the supporting sub-projects about to be initiated, the Zhuanghe Sub-Bureau will open a green channel for EIA approval, further simplifying approval procedures, optimizing review processes, and shortening review timelines to quickly and efficiently assist the enterprise in handling various EIA procedures, comprehensively promoting the acceleration and efficiency of the nuclear power project's construction.

Coordinated advancement and strict control. While strengthening nuclear safety management, the enterprise should simultaneously enhance routine ecological environment management, integrating ecological environment service and support throughout the entire process of project construction, acceptance, and operation. The Zhuanghe Sub-Bureau will fully fulfill its regulatory duties and provide service support, guiding the enterprise to strictly comply with ecological environment laws, regulations, and standards, EIA documents, and approval requirements, and to properly manage domestic sewage, air pollutants, noise, solid waste, and other environmental matters for projects under construction and completed projects.

Deepened co-building and enhanced cooperation. Taking the publicity and implementation of the "Ecological Environment Code of the People's Republic of China" as a starting point, joint learning will be organized through expert on-site lectures and other forms, incorporating the Code into the list of laws and regulations that Zhuanghe Sub-Bureau and enterprise staff should know and master, making it a "required course" for professional training and capacity improvement, achieving mutual learning and joint improvement. Leveraging important publicity nodes such as the "4·15" National Security Education Day, World Environment Day on June 5, and National Ecology Day, the role of the Zhuanghe Nuclear Power Science Popularization and Urban Planning Comprehensive Exhibition Hall will be fully utilized to carry out "nuclear and radiation safety" themed publicity, popularize nuclear and radiation safety science knowledge, enhance public awareness of nuclear and radiation safety, and jointly build a solid defense line for nuclear and radiation safety.

Going forward, the Zhuanghe Sub-Bureau will spare no effort in serving and ensuring the project's rapid commencement, rapid construction, and rapid implementation, advancing whole-process project management to high standards, striving to build the Zhuanghe Nuclear Power Project into a benchmark clean energy project in Northeast China, continuously empowering Liaoning's green and low-carbon transformation, and contributing to the high-quality development of Northeast revitalization.
