Public Security Ministry's Economic Security Department holds thematic conference on national security safeguards for nuclear energy in Khanh Hoa Province

On the morning of August 14, the Economic Security Department of the Ministry of Public Security, in coordination with the Khanh Hoa Provincial Police Department, held a thematic conference to assess national security safeguards in the process of Vietnam's nuclear energy development. The conference was co-chaired by Lieutenant General Nguyen Sy Quang, Director of the Economic Security Department of the Ministry of Public Security, and Major General Nguyen Huu Phuc, Director of the Khanh Hoa Provincial Police Department. Representatives from relevant professional units of the Ministry of Public Security, Lam Dong Provincial police authorities, Dong Nai City police authorities, relevant departments of the Khanh Hoa Provincial Police Department, and grassroots police forces in Phuoc Vinh and Vinh Hai attended the conference.

The conference focused on discussing the potential impacts of nuclear energy development on national security, social order, and public safety, and assessed the role of nuclear power in Vietnam's national energy development strategy from the perspective of energy security. Participants noted that nuclear energy development is not only related to the electricity supply structure and socioeconomic development, but also places higher demands on security governance capacity, risk identification mechanisms, and cross-sectoral coordination.

Focusing on the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects, the conference analyzed the security challenges that may arise during the project preparation, construction, and operation phases, including infrastructure, staffing, technical capacity, public opinion, and public order maintenance. All parties proposed that proactive prevention mechanisms should be established at the front end of project advancement, with timely identification of potential risks affecting energy security, nuclear safety, and social stability, along with the development of executable task assignments and response plans.

In his remarks, Nguyen Huu Phuc expressed gratitude for the support of the Economic Security Department of the Ministry of Public Security and relevant professional units to Khanh Hoa Provincial police work, and recommended continuing to improve the organizational framework for nuclear power security safeguards, strengthening public communication and guidance, and raising public awareness of nuclear power development and safety requirements. He also expressed the hope that higher-level authorities would continue to guide Khanh Hoa Provincial police authorities in adapting to the new situation and enhancing nuclear security safeguard capabilities.

In his concluding remarks, Nguyen Sy Quang emphasized that developing nuclear energy is of great significance to Vietnam's energy security and socioeconomic development, but national security, nuclear safety, and public order maintenance must be given prominent priority, with proactive, early, and forward-looking prevention. He required all units to strengthen policy and process research, improve the functions, tasks, and authority of nuclear power plant security forces, and attach importance to technology application and personnel training. Khanh Hoa Provincial police authorities, in turn, need to prepare infrastructure, equipment, and personnel in advance, strengthen coordination among all levels and departments, win public understanding and support, and develop security plans that meet actual needs.
