Khanh Hoa Province Approves Mineral Extraction Zone for Ninh Thuan 1/2 Nuclear Power Resettlement and Land Clearance

Recently, the People's Committee of Khanh Hoa Province issued Decision No. 2744/QD-UBND, approving the delineation of a Category IV mineral resource area in Phuoc Dinh Commune to support resettlement and land clearance works related to the construction of Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants. This area falls under the category of mineral zones developed without auctioning mining rights, subject to the relevant provisions of the Law on Geology and Minerals, reflecting the local government's arrangement to provide resource assurance for supporting works of major energy projects.

The approved area, designated as Zone No. 6-KĐGnhomIV, is located in Phuoc Dinh Commune with a total area of 65.04 hectares. Its boundaries are determined according to the VN-2000 coordinate system, using a central meridian of 108 degrees 15 minutes east longitude and a 3-degree projection zone, delineated through specific boundary point coordinates. The clear definition of coordinates and area facilitates subsequent site management, boundary marking, resource extraction, and supervision and enforcement, preventing issues such as unclear scope or cross-boundary mining during project implementation.

The agriculture and environment authority is responsible for the accuracy and legality of boundary delineation documents, coordinate data, and area verification results, and reports to the Chairman of the Provincial People's Committee. This department will also coordinate with the construction department, the People's Committee of Phuoc Dinh Commune, and relevant units to inspect and supervise the mining, management, and use of minerals, promptly detecting and handling violations to ensure that resource development serves the established project objectives.

The Investment and Construction Project Management Board is responsible for organizing, managing, and using all Category IV minerals recovered within this area, but the use is strictly limited to the nuclear power plant resettlement project. The decision explicitly prohibits the extraction, transportation, or sale of minerals outside the project area. Before commencing operations, the investor must also complete the registration of mineral extraction volumes, fulfill relevant legal procedures, and comply with financial obligations and environmental protection requirements.

The People's Committee of Phuoc Dinh Commune assumes the state management responsibility for minerals at the local level, and is required to verify boundary markers on site, strictly control the mining area, and regularly inspect whether mineral resources are used in accordance with the approved purposes. The local government must also prevent resource outflow, maintain safety in the construction area, traffic safety, and environmental protection order, providing the foundational conditions for the smooth progress of resettlement and site clearance works supporting the nuclear power project.
