Russia begins implementation of agreement on small nuclear power plant construction in Myanmar

Russian Prime Minister Mikhail Mishustin said on August 18 during a meeting with Myanmar's President Min Aung Hlaing, who was visiting Russia, that Russia has begun implementing the agreement on constructing a small nuclear power plant in Myanmar.

Mishustin stated that the two sides are launching the implementation of the agreement. He noted that the project will promote bilateral cooperation in related fields, including fundamental and applied scientific research.

According to earlier information, Russia and Myanmar signed an intergovernmental agreement in March 2025, defining the principles of cooperation for constructing a small nuclear power plant in Myanmar. The project plans to build a small nuclear power plant with an installed capacity of 110 MW, with the possibility of future expansion to 330 MW.

Rosatom (Russian State Atomic Energy Corporation) is the main implementing entity in Russia's nuclear energy sector. In addition to the small nuclear power plant project, Russia is also cooperating with Myanmar in the energy sector. The entry of this small nuclear power plant agreement into the implementation phase signifies that bilateral nuclear energy cooperation is gradually transitioning from framework arrangements to project advancement.
