Kalinin NPP Participates in Development of Udomlya Master Plan

On August 19, the government of Russia's Tver Region held a meeting to present and discuss the first-stage results of the master development plan for the city of Udomlya. The plan will define priority directions for Udomlya's future integrated development, taking into account residents' needs, local economic development, and the role of Kalinin NPP in the area.

Participants included the Tver Region government and relevant departments, the Udomlya municipal district administration, Rosenergoatom, Kalinin NPP, and the planning organization. The master plan was commissioned jointly by the Tver Region government, the Udomlya municipal district administration, Rosatom, and Rosenergoatom.

Based on the first-stage analysis results, Udomlya has been positioned as a new "nuclear city" developing on the strength of its energy, technology, and human capital advantages. Kalinin NPP has been identified as a key pillar of local development. Currently, the plant generates 82% of the Tver Region's electricity and serves as an important industrial and employment base for the Udomlya municipal district.

The planning organization studied three development scenarios for Udomlya through 2040, with priority areas including industry, education, infrastructure, public services, and improvements to the living environment. Stakeholders noted that the master plan should not only serve the plant's production and industrial development but also reflect residents' actual needs regarding future urban life, employment, and the public environment.

Kalinin NPP noted that Udomlya is not only the site of the plant but also a city where employees and their families, nuclear construction workers, and retirees live long-term. Local development is closely linked to the plant's future operations, and the implementation of planned projects requires coordinated efforts among the Tver Region government, local authorities, and the nuclear industry.

In the next stage, stakeholders will continue to refine the master plan and implementation mechanisms for key projects, and study the possibility of incorporating certain measures into federal and regional programs. As planned, the second stage of work will be completed in November 2026 and will include developing a spatial development concept, conducting public assessments, and preparing final materials. The master plan will then be submitted to the Tver Region government for approval.

Kalinin NPP is located in the city of Udomlya, Tver Region, Russia. It is a Rosenergoatom plant under the power division of Rosatom. The station has four VVER-1000 pressurized water reactor units, each with an installed capacity of 1,000 MW. In addition to generating 82% of the Tver Region's electricity, the plant accounts for approximately 14% of electricity generation in Russia's Central Federal District and about 15% of Rosenergoatom's total output. Together with contracting organizations, Kalinin NPP provides employment for approximately 30% of the working-age population in the Udomlya municipal district.
