U.S. Plans to Build Second Uranium Conversion Plant

Raven-Flint Nuclear Corporation announced on August 31 that it has been selected for the Nuclear Energy Startup Platform project advanced by the U.S. Department of Energy (DOE) National Reactor Innovation Center (NRIC) at Idaho National Laboratory (INL), and plans to build a pilot uranium conversion facility named "Torch" at INL. The company stated that the Torch facility aims to become the second uranium conversion plant in the United States, with a designed annual processing capacity of 500 metric tons of uranium, capable of converting uranium into uranium hexafluoride (UF6). According to the company, this scale can meet the fuel demand of two large nuclear reactors. Upon project completion, it is intended to serve the U.S. Department of Energy and its affiliated agencies, and may provide domestically produced uranium hexafluoride for specific needs.

Grant Isaac, Cameco's President and Chief Operating Officer, said on a company podcast discussing long-term strategy that Cameco remains committed to supply discipline, focusing on meeting customers' actual needs rather than setting overly ambitious growth expectations in the absence of confirmed demand. Isaac said the company is prepared to increase production from Tier 1 assets such as the McArthur River uranium mine and the Key Lake mill when market demand rises, lifting output from the current approximately 10 million to 11.5 million pounds of U3O8 to 25 million pounds.

Brazilian Nuclear Industries (INB) has started production of nuclear fuel required for the 22nd refueling of Unit 2 at the Angra Nuclear Power Plant (Angra 2). On July 28, INB completed the assembly of the first fuel assembly at the Nuclear Fuel Factory (FCN) in Resende, Rio de Janeiro State; on July 30, the fuel assembly passed all established quality inspections in the production process and was certified. According to the plan, INB will manufacture a total of 52 fuel assemblies for this refueling. The assembly work is expected to be completed in December 2026 and delivered to Eletronuclear in March 2027.
