DOE's Oak Ridge National Laboratory and REV Advance Shared Fusion Test Platform Construction

The U.S. Department of Energy (DOE)'s Oak Ridge National Laboratory (ORNL) and fusion energy consulting and investment firm Rutherford Energy Ventures (REV) have officially launched a new public-private partnership framework development effort to build shared fusion test platform infrastructure at Oak Ridge National Laboratory.

The collaboration framework, named the "Fusion Accelerated Scaling Leverage Alliance (FULCRA)," aims to explore new design and financing models for the proposed "Fulcrum" test facility at Oak Ridge National Laboratory, addressing critical capability gaps identified in the DOE's Fusion Science and Technology Roadmap.

As envisioned by the project, such test platforms will be used to validate key subsystems required for commercial fusion designs, including plasma-facing components, fuel breeding blankets, and reactor-compatible sensors and control systems. The associated facilities are costly and technically challenging, making them difficult for a single institution to undertake independently. The FULCRA model seeks to combine federal research capabilities with private sector investment, transforming long-term basic research into shareable test infrastructure.

This collaboration will integrate Oak Ridge National Laboratory's research foundation, collaborative networks, and facility capabilities in fusion science, materials, and neutron science, along with REV's experience in fusion technology assessment, capital organization, and industrial ecosystem development. Troy Carter, Director of the Fusion Energy Division at Oak Ridge National Laboratory, stated that the laboratory's accumulated expertise in related fields makes it suitable as a support platform for shared infrastructure, and the collaboration also helps establish a partnership model replicable within the U.S. national laboratory system.

REV was founded by Massachusetts Institute of Technology professors Dennis G. Whyte and Andrew Lo, positioning itself as a venture capital firm promoting private investment in the fusion ecosystem. Genevieve Shaw, Partner and Managing Director at REV, noted that while the fusion field has a scientific foundation, it still lacks test infrastructure to transform research results into validated, commercializable technologies, and FULCRA is designed around this issue.

According to the arrangement, the FULCRA project will be divided into two interrelated phases over an 18-month period. In the first phase, REV will work with Oak Ridge National Laboratory to assess the laboratory's capabilities, infrastructure, and ongoing projects in fusion-related areas, focusing on fusion enabling technologies, fusion blankets for reactor shielding and fuel breeding, and neutron sources capable of producing fusion-grade neutron energies. Simultaneously, both parties will evaluate the laboratory's existing collaboration frameworks and engage with the private sector on industry needs and investment intentions.

In the second phase, the project team will develop a technical blueprint, financial framework, and operational model for the Oak Ridge National Laboratory pilot project "Fulcrum." Once completed, "Fulcrum" will serve as a shared research facility, providing testing conditions for commercial partners to develop key components and commercializable technologies, and will also become a strategic investment vehicle for the fusion industry.

Oak Ridge National Laboratory stated that as the framework matures, the experience gained from the "Fulcrum" pilot will be compiled into a replicable model for developing similar projects at Oak Ridge National Laboratory and other national laboratories. This work is expected to reduce technical risks for key systems in future fusion pilot plants, support fusion talent development, and advance the commercialization of fusion energy.

Arnold Lumsdaine, Head of Public-Private Partnerships for the Fusion Energy Division at Oak Ridge National Laboratory, noted that the laboratory has long developed fusion projects and continuously built partnerships with both public and private sectors. This collaboration continues this direction, focusing on advancing fusion technology from research to commercial application through collaborative mechanisms.
