Terrestrial Energy Signs Engineering Services Agreement with Zachry Group to Advance IMSR Plant Development in Texas
Advanced nuclear energy developer Terrestrial Energy Inc. announced on July 28 that it has signed an engineering services agreement with Zachry Group, a North American provider of engineering, construction, maintenance, turnaround, and manufacturing services. Under the agreement, Zachry Group will support Terrestrial Energy in advancing work related to the Integral Molten Salt Reactor (IMSR) plant at the Texas A&M University RELLIS campus (Texas A&M-RELLIS).

The agreement covers nuclear engineering services for civil structures, mechanical and electrical systems, to support the project's design, development, and licensing activities. Both parties stated that this collaboration will combine Terrestrial Energy's experience in Generation IV IMSR technology and plant design with Zachry Group's nuclear engineering, construction management capabilities, and NQA-1 nuclear quality assurance program, providing engineering support for subsequent site characterization studies and licensing preparations.
Simon Irish, Chief Executive Officer of Terrestrial Energy, stated that Zachry Group's experience in nuclear engineering and construction will enhance the company's technical capabilities in site survey and licensing activities. Ingmar Sterzing, President of Nuclear Construction at Zachry Group, stated that the company will support the development and licensing work related to Texas A&M-RELLIS, promoting the integration of advanced nuclear energy technology with engineering capabilities.
This engineering services agreement continues the multi-year collaboration between Terrestrial Energy and Zachry Group. Previously, on June 18, 2026, Terrestrial Energy announced that it had signed a land lease and research and development agreement with the Texas A&M University System, obtaining control and exclusive use rights for approximately 77 acres of land at the RELLIS campus in Bryan, Texas.
Under the relevant arrangements, Terrestrial Energy will advance site characterization analysis and environmental assessments, preparing for a future construction permit application for a commercial IMSR plant to the U.S. Nuclear Regulatory Commission (NRC). The company plans to construct, license, and commission the first IMSR plants in the early 2030s.
