On July 29, China Fusion Energy Co., Ltd. (hereinafter referred to as "China Fusion" or the "Company") held its 2026 mid-year work conference and semi-annual economic operation analysis meeting to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and all previous plenary sessions, earnestly implement the spirit of the 2026 mid-year Party Leadership Group (Enlarged) Meeting of China National Nuclear Corporation, solidly advance the study and education on establishing and practicing a correct view of political achievements, comprehensively summarize the progress and effectiveness of the Company's operations and reform and development in the first half of the year, study and deploy work for the second half of the year, continuously promote the "Pursuing Excellence · Breaking New Ground through Reform" annual special action, and strive for a high-quality start to the "15th Five-Year Plan" period.

Liu Ye, Party Secretary and Chairman of the Company and Party Secretary of the Southwestern Institute of Physics (hereinafter referred to as "SWIP"), attended the meeting and delivered a speech. Zhang Liping, General Manager and Deputy Party Secretary of the Company and President and Deputy Party Secretary of SWIP, presided over the meeting. Members of the leadership teams of the Company and SWIP attended the meeting.

The meeting conducted safety and environmental protection warning education, conveyed and studied the spirit of the Group Company's mid-year Party Leadership Group (Enlarged) Meeting, heard special reports on the Company's "15th Five-Year Plan" and key work in the first half of the year, and conducted exchange and discussion.

The meeting comprehensively summarized the Company's work in the first half of the year. Through the hard work and enterprising spirit of all cadres and employees, the Company's strategic layout was continuously optimized, the organizational system was increasingly improved, major projects and core technology breakthroughs advanced steadily, international influence continued to grow, talent team building was continuously strengthened, and comprehensive and strict governance of the Party was advanced in depth. All work achieved positive results, laying a solid foundation for the completion of the annual target tasks.

The Meeting Emphasized

All cadres and employees must clearly recognize the overall situation and maintain strategic focus.

First, objectively grasp the laws of scientific research and development, rationally view industry enthusiasm, and unswervingly follow the path of substantive and commercial development;

Second, firmly establish the integrated development concept that China Fusion and SWIP are "as interdependent as lips and teeth, sharing honor and disgrace," consolidate the synergy of collaborative efforts, and build a solid foundation for overall coordinated development;

Third, anchor strategic tasks, focus on core technologies and major tasks for continuous breakthroughs, play the "first-mover advantage," take steady "decisive steps," win the "final battle," and build a solid "base and hub."

The Meeting Required

In the second half of the year, the Company must anchor the annual target tasks and focus on eight key areas:

First, focus on improving quality and efficiency, and make every effort to achieve operational targets. Make full and effective use of various policy dividends, strictly control and reduce non-essential expenditures; seek research funding support through multiple channels, deeply cultivate international cooperation and technology application markets, accelerate the transformation and implementation of scientific and technological achievements, and fully enhance the quality and efficiency of operational development.

Second, focus on core main businesses and accelerate the pace of technological breakthroughs. Coordinate the advancement of major research projects and facility construction, continuously tackle key core technologies, accelerate the construction of the digital reactor core capability platform, strengthen technological accumulation and iterative upgrades, and consolidate core competitive advantages.

Third, streamline the management system and enhance organizational operational capabilities. Implement the specific requirements for the Company to function as a secondary-level unit's operational control and value creation center, fulfill corporate responsibilities, and firmly shoulder primary responsibilities. Strengthen various professional capability centers, promote management standardization and organizational structure control, deepen project management mechanism reforms, and comprehensively improve control efficiency.

Fourth, deepen digital empowerment and promote digital transformation. Deepen the application of AI tools in research and management scenarios, improve the data governance system, and drive management model upgrades through digitalization.

Fifth, deeply carry out the special action of "Strengthening Foundations and Focusing on Grassroots Units." Further unify thinking, consolidate efforts, practice the CFEC development philosophy, shape a positive and upward corporate culture atmosphere, and build an agile, efficient, and vibrant modern organizational system.

Sixth, strengthen the talent team and consolidate the foundation for development. Increase efforts to attract and cultivate high-level talents, improve the full-chain talent cultivation mechanism, build internal communication and training platforms, so that everyone can leverage their strengths, fully utilize their talents, and develop rapidly.

Seventh, strictly adhere to the safety bottom line and strengthen safety and security control. Carry out the special work of "Safety and Security System Capability Building," and consolidate safety responsibilities at all levels. Leaders at the level of General Manager Assistant and Deputy Chief Engineer, principal heads of various departments and units, and Party branch secretaries attended the meeting at the main venue in Shanghai and branch venues in Chengdu and Leshan.
