Cambodian Customs Delegation Visits Jiangsu to Study Smart Customs and Scanning Inspection Technologies

The General Department of Customs and Excise of Cambodia recently organized a delegation for a working visit to Jiangsu Province, China, focusing on smart customs development and advanced scanning inspection technologies, with the aim of advancing Cambodia's customs modernization reform and digital transformation, enhancing trade facilitation and customs supervision capacity.

According to the General Department of Customs and Excise of Cambodia, from July 27 to 31, Kun Nhem, Special Representative of the Cambodian Prime Minister and Director General of Customs and Excise, led a delegation to visit Jiangsu Province and conducted an inspection and exchange at Nuctech Company Limited. The visit was intended to understand the application of smart customs systems and customs inspection technologies in actual operations, in support of the implementation of Cambodia's "2024—2028 Customs Reform and Modernization Strategy" and "2025—2029 Information and Communication Technology Strategy."

During the visit, the delegation held talks with Yang Bo, General Manager of Nuctech. The two sides exchanged views on new-generation mobile intelligent scanning equipment, drug and explosive detection and analysis equipment, AI-assisted scanning image recognition systems, smart port management systems, and integrated smart customs solutions, with a focus on the application of relevant technologies in improving supervision efficiency, strengthening risk prevention and control, and optimizing customs clearance services.

The delegation also toured Nuctech's production base to learn about the manufacturing and installation processes of various scanning equipment and listened to technical experts' presentations on the latest solutions in intelligent inspection and digital supervision. The General Department of Customs and Excise of Cambodia stated that it hopes to further improve trade facilitation, enhance corporate tax compliance capabilities, and strengthen the capacity to combat smuggling, tax evasion, and other illegal activities by drawing on international best practices and introducing intelligent technologies.

It is understood that the Cambodian Customs and Nuctech have maintained a cooperative relationship since 2003. To date, Cambodian Customs has deployed 15 Nuctech container scanning systems at customs offices across the country and has cooperated in building an integrated cargo inspection platform, which includes an electronic cargo transport tracking system and a centralized scanning image management system, providing technical support for smart supervision.

The Cambodian Customs side has previously announced its 2026 action plan, focusing on advancing digitalization and automation, trade facilitation, and pre-arrival customs clearance. Official data shows that in the first half of 2026, Cambodian customs revenue reached USD 1.55 billion, a year-on-year increase of 4.5%.
