The 7th National Nuclear Regulatory Conference of Vietnam Convened: Improving the Legal Framework to Serve the National Nuclear Program and Sustainable Development

The 7th National Nuclear Regulatory Conference of Vietnam was held in Quang Ninh Province, with the theme of “National Management of Radiation and Nuclear Safety Serving Socio-Economic Development”. The conference brought together leaders from the government, ministries, and industry sectors, local officials, as well as over 400 delegates and experts from international organizations including the International Atomic Energy Agency (IAEA). This conference aimed to comprehensively assess the achievements of national governance in the field of radiation and nuclear safety over the past period, unify directions, clarify tasks, and formulate key solutions for development from 2026 to 2035.

The conference took place at an important time when Vietnam's nuclear program is being restarted, supporting the peaceful use of atomic energy, ensuring radiation and nuclear safety, and strengthening national scientific and technological capabilities. Participants emphasized that the successful implementation of the nuclear program requires a long-term vision, a comprehensive legal framework, a strong regulatory body, a professional team of experts, and the establishment of a robust safety culture among all relevant departments and individuals. Minister of Science and Technology Vu Hai Quan stated that Vietnam's development of atomic energy applications is a strategic long-term task concerning national energy security, scientific and technological capabilities, growth quality, and national status.

The conference also discussed the implementation status of the Atomic Energy Law, which came into effect in 2025, and proposed recommendations for improving relevant policies and regulations. Delegates called for strengthening experience exchange with international organizations and enhancing the capacity building of nuclear regulatory bodies to prepare for nuclear power projects. At the same time, the importance of cooperation in radiation monitoring, data sharing, early warning systems, and response to cross-border incidents was emphasized.

As a region of Vietnam bordering China, Quang Ninh Province has international land and sea ports, harbors, economic zones, and a tourism industry. Ensuring radiation and nuclear safety is of great significance to public health, the investment environment, national defense, and sustainable development. The province also pays special attention to strengthening environmental radiation monitoring, sharing data, establishing early warning systems, and enhancing the capacity to respond to cross-border incidents.

The conference emphasized the importance of strengthening coordination and cooperation among administrative departments, local governments, radiation facilities, nuclear facilities, and international organizations to jointly build a safety culture and ensure the safe and sustainable development of atomic energy activities. This conference laid a solid foundation for further improving Vietnam's nuclear regulatory system and promoting the smooth implementation of the national nuclear program.
