Ministry of Ecology and Environment's North China Regional Office of Nuclear and Radiation Safety Supervision Holds Regular Dialogue Meeting with Jiangsu Nuclear Power

Recently, the North China Regional Office of Nuclear and Radiation Safety Supervision under the Ministry of Ecology and Environment (hereinafter referred to as the North China Regional Office) organized the first regular dialogue meeting of 2026 with Jiangsu Nuclear Power Co., Ltd. (hereinafter referred to as Jiangsu Nuclear Power), focusing on exchanges regarding nuclear safety supervision, significant anomalies, construction, and operation management at Tianwan Nuclear Power Station. Representatives from the East China Regional Office of Nuclear and Radiation Safety Supervision under the Ministry of Ecology and Environment and CNNC Suneng Nuclear Power Co., Ltd. attended the meeting.

The North China Regional Office heard reports from Jiangsu Nuclear Power on the operation and construction status of units at Tianwan Nuclear Power Station in the first half of 2026, the implementation of daily supervision and management requirements from the North China Regional Office, and other related work, and was briefed on recent on-site supervision work at Tianwan Nuclear Power Station. Both sides conducted in-depth discussions and exchanged views on nine topics, including safety information communication, management of negative behaviors of licensed operators, and implementation of engineering management responsibilities.

The North China Regional Office pointed out that China's nuclear industry is currently at a critical stage of large-scale development, and nuclear safety is an unbreachable red line and bottom line. First, nuclear safety culture should be cultivated to further implement the primary responsibility for nuclear safety; second, hidden hazards should be effectively eliminated to enhance the safe operation level of units; third, benchmark project requirements should be implemented to continuously improve construction quality; fourth, the safety bottom line should be firmly upheld to ensure stable operation of units during special periods.

At this dialogue meeting, the North China Regional Office conducted in-depth exchanges with all parties, achieving positive results of addressing common issues together, aligning efforts in the same direction, and resonating at the same frequency. Under the new regulatory framework, the North China Regional Office will continue to adhere to the nuclear safety philosophy as its fundamental guide, closely align with the institutional positioning of an "independent, professional, rigorous, and efficient" nuclear safety regulatory body, ensure the safety of both operating and under-construction units, and make new contributions to building a solid nuclear safety barrier.
