Recently, the first fuel loading of Unit 7 at Tianwan Nuclear Power Plant was officially initiated, with the first fuel assembly successfully loaded into the reactor core, marking the unit's formal transition into the commissioning phase with nuclear operation. This unit is a key cooperative project witnessed by the heads of state of China and Russia via video link at its groundbreaking ceremony. This fuel loading marks a significant milestone achievement in the largest strategic cooperation project in China-Russia nuclear energy cooperation.

As a core and critical procedure in nuclear power engineering, the first fuel loading serves as a comprehensive and holistic verification of the unit's engineering construction quality, system commissioning effectiveness, and safety control capabilities, and is of decisive significance to the subsequent safe and stable operation of the unit. The Ministry of Ecology and Environment North China Regional Office of Nuclear and Radiation Safety Supervision (hereinafter referred to as the North China Regional Office) has consistently upheld the nuclear safety regulatory work style of "rigorous, prudent, meticulous, and practical," closely focusing on the core and critical aspects of the first fuel loading, and implementing full-coverage, full-chain, and whole-process supervision and control over this fuel loading operation, effectively safeguarding the safety and quality defense line of the loading operation.

Prior to the commencement of fuel loading, supervisory personnel focused on the prerequisite conditions for loading and conducted comprehensive verification, item-by-item checking of organizational measures and personnel preparedness, approval status of operating license documents, and readiness of relevant systems and equipment, laying a solid foundation for the smooth execution of the loading operation.

During the fuel loading process, on-site supervisory personnel remained stationed at the operation frontline throughout the entire process, closely monitoring key procedures such as fuel assembly lifting, on-site transfer, core loading, and precise positioning, strictly verifying and precisely controlling the standardization and compliance of each operational procedure, strictly controlling operational risks throughout the process, promptly identifying and eliminating hazards, and ensuring that the entire fuel loading process was standardized, orderly, controllable, and under control.

Going forward, the North China Regional Office will continue to follow up on all aspects of the unit's commissioning phase with nuclear operation, focusing on key major milestones such as first criticality and power escalation, adhering to strict supervision and precise review, implementing process supervision over various subsequent commissioning tests, ensuring the safe, stable, and orderly progress of the unit's subsequent commissioning work, and facilitating the project's smooth commissioning into operation.
