Vietnam's National Assembly Agrees to Include Splitting Ninh Thuan Nuclear Power Project into Independent Items on Meeting Agenda

On the morning of August 21, Vietnam's National Assembly voted to approve the arrangement for supplementing the agenda of the first extraordinary session of the 16th National Assembly, including the splitting of the Ninh Thuan Nuclear Power Project into independent items.

Phan Chi Hieu, Chairman of the National Assembly's Committee on Law and Justice, stated while presenting the report on behalf of the National Assembly Standing Committee that, based on the government's proposal, the Standing Committee recommended that the National Assembly supplement three agenda items: first, splitting the Ninh Thuan Nuclear Power Project into independent items; second, incorporating mechanisms and policies related to the construction of land-reclamation urban area projects into the draft Law on Urban Development; third, reviewing the draft National Assembly resolution on reducing personal income tax and corporate income tax for individuals and enterprises.

Along with supplementing the relevant agenda items, the National Assembly Standing Committee recommended adjustments to the review schedule for certain items and arranged for the National Assembly to work overtime on some dates to ensure that the total session duration would not be extended.

Considering the relatively short time between group discussions and plenary discussions for the three newly added items, the National Assembly Standing Committee recommended that the National Assembly allow the preparation of a consolidated report to summarize the opinions of National Assembly deputies from both group meetings and plenary sessions. Under this arrangement, a separate report explaining opinions from group discussions would no longer be prepared and sent to deputies in advance; instead, the drafting and presiding agency would incorporate and explain deputies' opinions at the conclusion of each plenary discussion, and unify them into the explanatory report before the National Assembly reviews and approves the items.

Subsequently, with 452 votes in favor out of 454 deputies present, Vietnam's National Assembly passed the decision to supplement the agenda of the first extraordinary session of the 16th National Assembly.
