On August 21, Premier Li Qiang of the State Council chaired an executive meeting of the State Council, which heard a report on the construction of the new-generation communication network, made arrangements for further clearing overdue payments owed to enterprises, studied efforts to continuously improve air quality, and reviewed and approved the "Regulations on Emergency Response and Investigation Handling of Electric Power Safety Accidents (Revised Draft)" and the "Regulations on Market Supervision and Administration Offices (Draft)".

The meeting noted that it is necessary to actively adapt to the trends of the new round of technological revolution and industrial transformation, firmly seize the opportunities presented by the construction of the new-generation communication network, adhere to application-driven and appropriately forward-looking development, coordinate the construction of basic networks, space networks, international networks, and integrated networks, and consolidate and enhance the competitive advantages of China's information and communication industry. It is necessary to strengthen innovation-driven and intelligent-led development, popularize and promote new-generation intelligent terminals, actively cultivate high-value scenarios such as smart cities and intelligent manufacturing, and continuously expand the industrial ecosystem. It is necessary to strengthen the protection of critical network infrastructure and data security, enhance emergency communication support capabilities, and ensure network and information security. It is necessary to improve the construction mechanism featuring government guidance, enterprise leadership, and social participation, ensure the supply of factors such as land, electricity, and spectrum, and stimulate the enthusiasm of all types of entities.

The meeting noted that it is necessary to implement well the action to accelerate and intensify the clearing of overdue payments owed to enterprises, consolidate primary responsibilities, supervise and guide local governments to make good use of policies such as special bonds and special relending, unblock the chain of "linked clearing," effectively improve the quality of clearing, and strictly prevent new arrears. It is necessary to vigorously rectify the problem of large enterprises owing payments to small and medium-sized enterprises, improve the rules for payment in various industries, clarify reasonable payment periods and conditions by industry, and refine the criteria for identifying dishonest conduct in overdue payments to enterprises. It is necessary to strengthen supervision over the payment behavior of large enterprises, intensify anti-unfair competition law enforcement, strictly enforce requirements for payment information disclosure, and regulate the management of non-cash payment instruments.

The meeting noted that it is necessary to continue to deepen the battle to protect blue skies, strengthen goal-oriented guidance, enhance governance and joint prevention and control in key regions, improve fiscal, financial, and pricing support policies, promote the optimization of the industrial structure, energy structure, and transportation structure, and persistently improve air quality. It is necessary to extensively mobilize forces from all sides to promote the formation of green production and lifestyle.

The meeting noted that it is necessary to strengthen advance prevention and source control, carry out well the operation and maintenance of electric power equipment and facilities and the investigation of potential risks and hazards, pay close attention to the quality of all aspects of design, construction, and acceptance of new projects, and ensure the safe and stable operation of the electric power system. It is necessary to enhance the emergency response capability for electric power safety accidents, continuously promote the iterative upgrading of technical equipment, and improve the work pattern featuring joint management by all relevant departments.

The meeting noted that it is necessary to consolidate the grassroots foundation of market supervision, promote the downward allocation of resources and forces to the front line, strengthen technology empowerment, improve the quality and efficiency of supervision and services, and effectively maintain a fair and orderly market competition environment.
