Germany's Hesse to Build National Laser Fusion Center, Plans Commercial Laser Fusion Power Plant at Biblis

The German Federal Ministry for Research, Technology and Aerospace (BMFTR) announced on July 29 that Hesse will become the site of Germany's National Laser Fusion Center. The center is one of three national fusion capability centers established under Germany's “Fusion 2040” program and the High-Tech Agenda, aiming to promote the coordinated development of fusion research, industry, and infrastructure.

According to the arrangement, Focused Energy will play a core role in the construction of the center. The project is located at the site of the former Biblis nuclear power plant in Hesse, where Focused Energy plans to build a laser fusion industrialization park and promote the construction of what it claims will be the world's first commercial laser fusion power plant.

The three national fusion centers established by Germany focus on laser fusion, magnetic confinement fusion, and fuel cycle and materials research, respectively. The bid for the laser fusion center was jointly submitted by Focused Energy and Marvel Fusion, and received support from the states of Hesse, Hamburg, and Schleswig-Holstein. The project will also involve companies in fields such as photonics and power plant engineering, as well as nearly 20 research partners.

According to the plan, Biblis will undertake industrialization functions, building a fusion industrialization park; Hamburg and Schleswig-Holstein will build fusion research and development parks to provide R&D support; research institutions in other regions will participate in collaboration through a satellite network.

The site of the former Biblis nuclear power plant is owned by RWE and features existing industrial infrastructure and expandable land. RWE will serve as an industrial partner, providing infrastructure and licensing approval experience support. Focused Energy stated that utilizing the former nuclear power plant site will help shorten the construction period, reduce upfront costs, and accelerate the transformation of laser fusion technology into engineering applications.

Focused Energy plans to invest 200 million euros in private capital in Biblis over the next two years, with a cumulative investment of approximately 500 million euros by 2030. The company recently completed a $240 million Series A financing round, which it claims is one of the largest fully completed Series A rounds in the global fusion industry to date.

Founded in 2021, Focused Energy originated from the research environment of the Technical University of Darmstadt (TU Darmstadt). Its headquarters are located in Darmstadt, Germany, with branches in Berlin, Austin, and San Francisco. The company currently has about 200 researchers and engineers, with the goal of building a laser fusion power plant in Biblis by the mid-2030s, in collaboration with industrial and research partners.

Laser fusion is a type of inertial confinement fusion technology. The basic principle involves using high-energy lasers to compress and heat fusion fuel, causing the nuclei of hydrogen isotopes to undergo fusion reactions under extreme conditions and release energy. Focused Energy states that 1 gram of fusion fuel can release energy equivalent to about 11 tons of coal.
