North China Regional Office Formulates Risk Grading List and Implements Differentiated and Targeted Supervision

The North China Regional Office of Nuclear and Radiation Safety Supervision of the Ministry of Ecology and Environment is committed to enhancing the level of nuclear safety control and has innovatively built a risk-informed supervision system. Through the implementation of a risk grading list, it promotes differentiated and targeted supervision, thereby advancing safety control and effectively improving supervision efficiency.

By comprehensively identifying risk points in the design and manufacturing activities of Class 1E electrical equipment, the North China Regional Office has established the "Class 1E Electrical Equipment Supervision Risk Grading List." This list classifies risk hazards into four levels and establishes a closed-loop supervision mechanism featuring pre-event warning, in-process tracking, and post-event review. This enables supervision intensity to be dynamically adjusted according to risk levels, ensuring a clear understanding of risk baselines and precise implementation of regulatory measures. For example, in response to an enterprise that experienced key position personnel changes and a weakened quality assurance system following restructuring and reorganization, the North China Regional Office classified it as a high-risk enterprise and adopted stricter control measures.

In order to gain an in-depth understanding of the enterprise's shortcomings, the North China Regional Office conducted multiple rounds of inspections and witness activities. During an inspection of an enterprise, issues were found regarding personnel qualifications, test program approval, and manufacturing records. Subsequently, multiple professional institutions were organized to carry out a comprehensive investigation of quality records and document approval authorization issues. Through in-depth investigation, potential quality risks and safety hazards were comprehensively identified and eliminated.

In order to consolidate the enterprise's primary responsibility, the North China Regional Office conducted a quality interview with the legal representative of the enterprise, emphasizing deficiencies in nuclear safety awareness, quality assurance system operation, and personnel support. At the same time, the enterprise was required to strengthen personnel authorization management, reinforce document approval control, and continuously cultivate a nuclear safety culture, thereby building a solid quality and safety defense line for the entire team.
