The North China Regional Office of the Ministry of Ecology and Environment organized the 2026 North China Regional Radiation Safety Regulatory Experience Exchange Activity

In October 2026, the North China Nuclear and Radiation Safety Supervision Station of the Ministry of Ecology and Environment (hereinafter referred to as the North China Supervision Station) officially organized the 2026 North China Regional Radiation Safety Regulatory Experience Exchange Activity in Shijiazhuang City, Hebei Province, aiming to further deepen the cross-regional collaborative regulatory mechanism for nuclear and radiation safety.

Relevant officials from the Nuclear Facility Safety Regulation Department and the Radiation Source Safety Regulation Department of the Ministry of Ecology and Environment made special trips to the site to provide guidance, conducted in-depth exchanges with frontline regulatory representatives from North China and surrounding key provinces, and put forward clear guidance on current and future regulatory directions.

During the exchange activity, representatives from the ecology and environment departments (bureaus) of seven provincial-level regions—Beijing Municipality, Tianjin Municipality, Hebei Province, Shanxi Province, Inner Mongolia Autonomous Region, Shandong Province, and Henan Province—spoke successively, systematically reviewing and introducing the overall progress, main achievements, and practical experience of radiation safety regulatory work in their respective jurisdictions since the beginning of this year.

Focusing on forward-looking and institutionalized regulatory topics, participating representatives conducted in-depth discussions on specific pathways for comprehensively strengthening radiation safety regulation during the national "15th Five-Year Plan" planning period, and held thorough discussions on the formulation and revision of supporting systems for the Ecological Environment Code, the deepening and promotion of digital off-site law enforcement inspection models, and the construction and application of the radiation safety and radiation environment excellence index indicator system.

The relevant official from the Radiation Source Safety Regulation Department of the Ministry of Ecology and Environment emphasized at the meeting that regulatory departments at all levels must attach great importance to and squarely face various weak links and potential problems discovered during the preliminary research process of the "15th Five-Year Plan" planning, always place nuclear and radiation safety as the highest priority, and further tighten and solidify the implementation of territorial management and regulatory responsibilities of provincial-level ecology and environment departments.

The principal official of the North China Supervision Station, in summarizing, fully affirmed the solid work achievements in radiation safety regulation in the North China region since the beginning of this year, and, in light of new situations and new requirements, conducted an in-depth analysis of the complex risks and operational challenges currently faced by frontline regulatory performance of duties.

The meeting finally required that radiation safety regulatory institutions at all levels in the North China region must unswervingly take the construction of a modernized radiation safety regulatory system as the main line, solidly advance core tasks such as the implementation of the "15th Five-Year Plan," the promotion and implementation of the Ecological Environment Code, and nuclear emergency preparedness for major events, uphold the orientation of integrity, innovation, and collaborative tackling of difficulties, and resolutely safeguard the bottom line of nuclear and radiation safety in the North China region.
